That you don't want it doesn't mean it won't happen. I doubt Oda introduced Spandam, Corgi, Wanze, Nero, and T-bone just so only CP9 could get ganged up on.

I'll throw my hat in the ring. Although I don't think it will be as straight forward as one on one, Luffy and Lucci will lock horns. The way things look NOW is that Spandam is still a puss compared to that bastard Lucci. I think the chance of Lucci becoming the biggest villain is quite good.
I'll also predict that Corgi can't do shyt. He's just a yesman.

1.spandam vs franky
2.kaku vs usopp
those two seem like pretty likely match ups and both have motivation

GM was the only friend Usopp had left, and Kaku tossed it, after beating Usopp himself up. He'd fight him even if he didn't think he could win.

It seems that everybody has forgotten that Calipha has a whip, and a mighty hard whip at that. I'm sayin' that Zoro v. Calipha is another match.
I could also see Chopper take on Blueno, or Franky take on Blueno while gunning for Spandam.

The only two fights I'm willing to call for now are:
Luffy vs. Lucci (Duh)
Franky vs. Blueno -
I think Spandam will have Franky tied down and tortured for most of this arc while CP9 goes off to fight the attacking Straw Hats. Franky will get loose at the end and give Spandam a massive Coup that sends him through the fortress wall and out to sea.
The only other definite match I see occuring is Luffy/Lucci. This is an absolute given though I want Paulie involved with it in some way.
As far as everything else, I'm not sure. The whole train situation kind of throws everything up in the air. Though I think Sanji will do most of the fighting on the train.
Kaku/Usopp is a strong possibilty given their similar features and Kaku dumping Merry.
Chopper will probably take on Blueno given their sizes though I would like to see a "Popeye/Bluto" aka Franky/Blueno rematch.
Nami will probably take on Calipha with, again, some assistance from Paulie. Sanji will take on Nero on the train, lose, and maybe have a rematch at the Lobby.
Zoro will probably take on a crapload of guards ordered by Corgi at Eneas Lobby by himself. This will distract the Eneas Lobby defenses allowing the Straw Hats to get inside to take on CP9.
Robin will not be lending much of a hand (haha) in this arc. She'll be indisposed of like Franky I bet and guarded by Corgi though she could break free if she learns that Corgi is ordering troops to defend the base against Zoro.
Anyway, those are my predictions.

On Corgi, no offense to anyone else, but I personally don't think he'll be involved in any fighting, he seems like a 'suit' and nothing more. Though, that's not to say he won't cause trouble, as Gunmetal's getting at. ;)
