Also the Shandians were very knowledgeable about DF's. More then most actually. Laki knew right away after hearing from Kamikari that Enel had the Lightning fruit. Wiper knew right away after seeing Luffy he was a Paramecia. I thought that was kinda cool.

Enel would probably straight up F stuff up on the blue sea. Well, as long as he stays out of the New World given its reputation.
Destroying islands, Maxim, that hax mantra, and his knowledge over his powers on getting the best affect (lightning produces extreme heat-who woulda thunk?) There are just so many ways he could cause quite a wrinkle in the blue seas, hence his astronomical 500 million bounty.
Could you imagine him with maxim floating in the stratosphere, hurling thunderbolts as he pleases? Don't forget his aiming is quite impeccable giving that mantra ability of his. Definitely someone who'd require the very top dogs of the WG or maybe even an emperor to take down from what we've seen so far.

I dont get it. Being a Rubberman only means luffy wont be hurt by electricity, i dont understand why Rubber can hit electricity. I think it's easier to hit smoke than electricity.
Same goes with wood, rock, lead and all other non-conductor or poor-conductor, they are not suppose to be able to penetrate electricity which is not solid

Still Enel has never been to the blue seas. Luffy most likely has an indication of the higher powers in the blue seas. His grandpa is Garp, and there are some theories of who trained Luffy.
Nevertheless I think Enel would have been easily one of the strongest in the first part of the grandline.

Enel could never reach 500M bounty, if he ever does get a bounty.
To wipe [sp?] his desire to go to the moon is kinda acceptable, but you can't take his desire to rule that moon or for that matter the world he's in.

When you take that desire to get to the moon and put him and the Blue Seas, Raftel will replace it since it's the only option to be an official God. Like, a boxing champion won't be a champion without the belt. And so he'll be crushed.

Ya Enel won't stand a chance again the top tier guys.
Still though Enel can cause quite the ruckus. He was planning to obliterate Skypia and that reminded me alot of the Buster Call. The Buster Call is still more brutal but I think Enel can still accomplish the same task.

Well, from what I can recall Angel Island was completely obliterated. Buster Call is more or less just setting the island ablaze. So I would consider Raigoh to be more destructive overall.

well the clouds above the island were too close to enel so i think that enel in east blue would have to go very high above with maxim to control and form the raigou and then the raigou would take a century to hit it's target while the buster call is quicker than pizza delivery!!!
i vote the BC! it's quick and ecological while the raigou polutes the atmosphere!

I'm saying i don't think they're where they are by strength alone. Eneru just doesn't strike me as a guy with enough political know-how to become a world power, but strength wise yeah he's up there with 'em.

See, the Yonkou are all equal with the exception of WB. The admirals we don't know but I think it's stated that Aokiji is the strongest of them. The Warlords is a very mixed group. They are equal to the admirals and Yonkou but among themselves their are different types. Mihawk would own Enel in 2 seconds, but based on the fighting of Crocodile, we can conclude that Enel would be at least in the level of a low class warlord. Also; we don't know if Croc was the weakest warlord.
