don't think so that's the first-mate….. don't look like one to begin with.....
but you might never know... however, if Roger had other ships.... then, the ship Shanks and Buggy are on, that person with the specs might be the first-mate for that ship....
than again, it's just pure speculation.....

Simple. By disciplining Shanks and Buggy, he's acting with a position of authority. Unlike the Strawhats, the other crews have only had officers or mainly the captain disciplining the troops.

Actually, if you look on Gen San's wall during Nami's flashback (I won't bother to link it till MSN V3 gets back online, because V2 is horrible quality), you see the man holding a wine glass. Even 8 years ago, his bounty was already 21,000,000. Now? It could be a crapload.

Gen-san was the village head, but he was also a police officer. He had wanted posters on his wall in his office. One of the wanted posters on his wall in Nami's flashback is that of the guy that disciplined Buggy and Shanks and was probably an officer.

If he was an officer of the Gold pirates, why would his bounty be a mere 21,000,000 eight years ago? He is/was most likley some random guy on Roger's crew.

8 years ago, Baroque Works didn't exist, Skypeia wasn't in turmoil, The Mera Mera and Yami Yami logias were lost and undiscovered, as was the Hito Hito, Rob Lucchi was still a kid… so on and so forth.
Really, all you can see is the 21, and the number of zeroes is obscured. For all we know, it could be 210,000,000.

I see, in that case he might have been an officer in the crew. I always have hoped he was a higher-up in the crew. But since I thought his bounty was 21 million, it didn't make much sense.
which brings to question is any of the other former crew members of Roger is still out there? other than Shanks and Buggy and if they know the location of One Piece?
