sadly gamefaqs doesnt have anything useful. I somehow manged, it popped open now. I have no idea what triggered it. thanks anyways

There isn't CP9 in the american version, I say this because you mentioned numbered boards, which aren't in the JP version.
In the JP you just have to unlock the next board by playing the previous board on any difficult until you get the Water 7 board, they appear often there.

Thanks guys, sorry about the mix up i borrowed the us version then found out that the japanese version had more stuff. What you guys said worked.
I think im only missing 3 captin games now. I think Franky, the round guardian dude from Skypiea and Belemny.Franky needs to be unlocked on the water7 map i assume. He is listed as the last game i think but there is a Davey's Fight back map that u unlock from water7
