i was just wonderin has the v.37 cover been released? if it comes out the 26 shoildnt their be a cover?

It comes out late May I beleive…..
Anyway,
I'm thinking the cover will be dark blue toned, and will have Franky,Luffy,Usopp and Tom.The sea-train should be there too.

Yeah, it's almost a no-brainer that Franky/Tom will be featured on the cover. The title will probably be something like "Tom's Workers" or whatever.

Anyway, I go along with Zephos's and GunMetal's views spiced with the cover of volume 31, the one with the Norland's flashback.
Edit: Ah, I forgot the volume 21 :P. Punch me and forget what I said. But I still stand with my opinion though, Luffy going to be there.

He wasn't on vol. 21 (there was a good reason for that). I'm not saying he won't be on the cover, it may end up like you said, with vol.31 Norland's flashback.
I think it'll be the same setup from the Tom's workers picture in the warehouse, with Puffing Tom positioned at the bottom coming towards the front & perhaps Luffy riding on top of it.
