Buggy is too goofy.. He can be clever at times, but he comes across as a goof more than anything. He's like the evil Luffy.
Arlong on the other hand is an evil genius and a cold hearted killer. Luffy had more trouble taking him down than Buggy..
So, I say Arlong.

This would be interesting, but I think Arlong could jsut hide in the water so Buggy couldn't get him, then jump out and kill him, though Buggy could separte his body like his Festival Attack and then spread out and… well if both fought smart, it would be a tie, If they only fought on land, I think Buggy would win, but if there was water aroudn then ARlong would win.
since theres no Draw/tie option, I'll just Null.

Well, with Buggy, would he really want to risk doing Bara Bara festival around a freakin' massive shark-man? Sure he could break into about 30-40 pieces, but he probably only reassemble with about 10-20.
I think he'd be better just doing Bara Bara car and getting the hell out of there.

well i cant agree to that given my position as the no.1 buggy fanboy in this joint
i think buggy would hold his own pretty well against arlong prehaps even win sure arlongs got massive strength and sharp teeth but its kinda hard to fight with buggy no.1 cause its hard to hit buggy with his separting and loose body parts and no.2 as you fight with him you constantly have to worry about being stabbed in the back,
and buggy doesnt seem that weak i mean he got hit by luffy multipel times and he still got up every singel time whilst people like bellamy got knocked out by one punch,
and id have to agree with cap`n carter that buggy could at least hold his own with the east blue pirates,

This may sound strange, but…Can Buggy fly? I think flying df powers are better than anyone else, because if you´re falling to the sea you can fly to a safe place...
Waiting for a signature that is worth to see…

He seems to have more control over his hands and legs, while his torso parts seem to just follow his head, he doesn't seem to have a lot of control over them. Which around Arlong could be very dangerous.

but isnt arlong body strong or was it just his nose as i can recall zoro couldnt gave arlong a scratch, i now he was injured and all that but still is his body the same strength of his nose or is it different

His nose is strong but not his body. He can still be stabbed by Buggy's knifes.
