I actually made a joke about the Lovecraft monster and Raleigh on Anime & Manga a week or so ago, good to see someone else noticed/thought about it.
Though, I don't think R'lyeh was the direct intention of Oda when he named his character "Raleigh". Sir Walter Raleigh is a more likely pitch. There could be something in the specific "Dark Pluto Lord" name for Raleigh's title rather than the more traditional Yami-ou for "Shadow King" but I don't know enough about Lovecraft to say much beyond that.

did a search on how the name should be pronounced, it says In Britain, "Rayleigh" is pronounced ray-lee, not rawl-ee, as Americans pronounce Raleigh, the city in North Carolina. The name of the unit is also pronounced with a long a, like the "rail" in "railroad."
Don't think he named Rayleigh after the city, but it seems it was a damn good coincidence for an author of a pirate manga that a famous sailor name is similar to an evil version of Atlantis.

Absording light was my one guess. Creating some sort of nightmare world or portal to hell like world was another. Funny how this idea for an ability kinda works out.

BTW for anyone intereasted... Raleigh did not speak like an English gentleman, as many films dipected him... He spoke like like a pirate basically... Most pirates came from the west country (hence the sterotype is basically that accent) which Devon and all that are part of. And he never lost his accent. Why there are 42 spellings of his name - its bloody well hard to understand a west countryman, I know beause my great uncle is one... O_O.

I've always pronounced it Rall-a. It just sounds correct to me. Rall being like ball with "ruh" at the beginning, and leigh being pronounced just as an a, like you'd pronounce lay in "Layla". I pronounce Lay and Leigh the same.

Leigh means "meadow". Its an old English word. There is another version of that song, which is a joke:

The romaji is "shirubaazu reirii", as was stated before. The reason why people chose "Rayleigh" as the proper romanization is due to the, also previously mentioned, fellow who saught El Dorado
As Trafalgar Law says, it's good that Oda wrote Rayleigh's name in katakana so we'll know how to pronounce it. Judging by the katakana, it's pretty sure to be pronounced "ray-lee"
