Theory is that unlike other manga the characters, in one piece actually change clothes. Luffy decided to wear it and oda has been smart enough to keep drawing it. Thats all there is to it untill Oda hints at something more.

When luffy goes 3rd gear and breaks it, I'm going to laugh when he realizes he broke it. But yeah, almost all the SHs at one time or another change clothes or add something to their clothing for each arc. Luffy's pretty much been the only consistant one to not change clothes (except Thriller Bark, Enies Lobby and now Shabondy since the Jump cover.)

Well, I still think it has/will have some significance, no matter how small, seeing as Oda kept it all this time. Oda, or any writer for that matter, doesn't keep small, insignificant things like the bracelet for no reason.
Then again, it's Oda, so maybe he does want it to be just part of Luffy's costume. I doubt it though.

This, however, does not.
For all we know Luffy might use that bracelet for his next move somehow. It wouldn't surprise me in the least. Luffy meeting its former owner however would, because unless it's some magical gimmick and I severely doubt Nami would ever dismiss anything of significant worth, there's no reason to.

The reason why we're constantly impressed by Oda is because he takes the story in directions we did not expect. If every little plot twist in One Piece could be predicted as easily as this, "Oda" wouldn't be a complimentary adjective.

No one can say for sure what it's for, at the same time the people saying it's just a bracelt are kidding themselves. If it didn't have something to add to the story Oda wouldn't have added it and made it stand out. There's the scene where Luffy picks it up, it's almost dead center on the volume 50 cover, Luffy has commented on how much he likes it. Luffy doesn't hang onto all the random shit he clings to unless there is some meaning down the road.
As far as what it is I have my theory… I think it's for the smilies we've seen various pirates walking around with. I don't know the meaning, but those two clear pieces of glass are too plain for a piece of jewlery. They have to be there to hold something.
I have no idea whether or not it's something special, but what i do know is that Oda's been toying with the idea of not making Luffy's arms so bare for a while now.

Either the armband will disappear in a few more chapters, or it will stick around until the end. Depends on Oda-sensei's opinion of whether or not it's "cool" or "relevant".

O: Right. No meaning to it. It's just for fashion. To be precise, at the time he was with Usopp and Sanji. When they were changing into their adventure gear, Luffy stared at them and thought, "Ooh! That looks adventurous!" and borrowed the wristband from Usopp, at which point Sanji said, "Put this on, too," and gave him the bracelet. Something like that. Basically Luffy, Zoro and Chopper cannot dress up on their own. If they do, it's because either Sanji, Usopp, Nami or Robin is with them.
