What crimes do they commit? Before Enies Lobby, they literaly had done NOTHING wrong. All the Marines they beat up were corrupted beyond all belief. Luffy even mentions that (in anime [perhaps manga]) when Aokiji appears. Nezumi (the guy who gave Luffy his original bounty) was under a REAL pirates pay.
Let's look at what Luffy's "crimes" have been:
- Freed some small town that were under the tyrannical rule of Captain Morgan
- Beat up Buggy and saved a village
- Beat up Kuro and saved a village
- Beat up Krieg and saved a resturant
- Beat up Arlong and saved a village (and East Blue)
- Abused corrupted marines
- Avoided capture in Loguetown
Apparently nothing in Drum Kingdom and Little Garden
- Beat a corrupt Crocidile and saved a whole goddam kingdom.
- Saved Skypiea. (although no one knows about this)
- Invaded Enies Lobby to get back a crew mate that had been abducted by a secret group that was doing terribly corrupt acts on private citizens.
Yeah. Luffy is a notorious law-breaker.

Remember that Luffy and the crew stole all of the gold in Skypiea after saving it, Luffy did an eat-and-run in Alabasta, Zoro and Robin were said to have killed, and, corrupted or not, they still beat up marines. That HAS to be a crime. And Robin's committing a crime by freakin' being alive, so yeah.

Beating up corrupt pirates is still illegal when they aren't put to trial first. You punch a corrupt cop and it's still assaulting an officier.
So…beating up Captain Morgan was a crime, as was escaping pirate capture in Lougetown. Like I said, close enough, ever since Shell Island Luffy was a criminal as was anyone who allied with him.
Although, technically the definition of pirate is "one who robs or plunders the land from see without a commission from a sovereign nation" which I think no pirate crew has really done in this series, not even Blackbeard--they just kicked an islands ass. Only Arlong's done something close to that, though they really just conquered an island. I guess Kreig's crew tired to do that with Baratie, but failed. Oh, yeah, the pig pirates, they definitely robbed that town.
Oh shit. I think the Pig Pirates are the only real pirates in One Piece!

Luffy has implied [and stated] many times that he's a pirate because he wants to be a pirate. He likes the idea of riding around on the ocean on a ship, having fun duels with people and exploring everything he comes across.
To him, that's what a pirate is.

Ircc in romance dawn (the one shot before OP) Oda establishes that there are 2 kinds of pirates. the bad traditional kind that atttacks civilians, and pirates that steal from other pirates. Luffy decided to be of the second kind.
Also: I have never seen Luffy and the gang paying for food (untill water 7), I think they ran from every bill. (and all the diner owners were really forgetful)

Why does being a certain type of pirate have to be given a name? They're both pirates apparently - to Oda and to Luffy. That's what makes sense to them. I'm glad the peacemain thing was dropped.

Oh yeah. Luffy caused property damage on the bartie and also messed with Fullbody. Plundered the ruins in skypiea (ok they were giveing him the gold anyway but HE thought he was plundering)

I also recall something about a bag that she and Buggy was argueing over in the middle of the fight.

anyway, Luffy's a pirate for the adventure, not the gold. If anything I think Luffy is a true pirate, where as ones like Alvida, Bellamy and everyone else who plunders and stuff are not. They're just assholes

Seriously, historic pirates weren't all Jack Sparrows and Will Turners. Their basic plan of attack was to sail up to a merchant ship in an overcrowded dinghy slightly bigger than that thing Luffy first set off in as loudly as possible then jump in and start killin'. After the robbing, killing and ransoming was done for the day, they'd move into the nearest port where, instead of stereotypically burying their hard-earned dough, they'd blow it all on booze and hookers.
This cycle usually continued until the pirate in question was either caught, shot down or died of Syphilis.
So, yeah, I tend to prefer Luffy's romantic ideals of piracy.

Luffy does what he wants to do disregarding any law, its freedom. He doesn't want to rape people and plunder innocent weak people, if he did that just to look more "piratish" he'd be for a lack of a better word a poser.

Luffy's committed several crimes:
1. Assaulting a Marine Officer: Nezumi, Smoker, Aokiji, Morgan,
2. Trespassing: The Execution Stand at Loguetown, Wapol's Castle
3. Assaulting a Government Official: Wapol, Vivi, technically Crocodile, Moria
4. Destruction of Public Property: Temple in Alubarna, Streets of Alubarna (Though All the Strawhats are guilty of this, except Usopp and Chopper)
5. Destruction of Government Property: Enies Lobby (Though most of it was the Buster Call and Kaku's doing)
