Ok, finished watching it, so now I can post my full opinion.
It got a bit better toward the end, however I still believe that it was rushed a ton. Really, for every of the mugiwara fights besides Luffy, they show about 30 seconds tops for each of them. I do understand that they had almost 40 episodes to condense, and I know there is NO possible way to make a movie span all of that in 90 minutes, unless you make it into a 2 part movie but that might be a waste of money. Anyway the animation was beautiful. I wish every episode of One Piece looked like that, but then Toei would be spending millions each episode. But the really rushed lines and the extremely heavily condensed story take away the very essence that was Alabasta's epicness. If you did not see the original episodes, even with the super special awesome animation, the jumpy story might detract you away from the series.
But, like I said before this is the best that is possible and they managed to keep the most important parts and made them look beautiful. This is a good AMV movie because it has great looking scenes and the most important ones. Not to mention that AMVs generally do not include voices so the rushed lines won't be a problem. In any case, I give this movie a 5/10.
P.S.-Yes, Crocodile did have the same voice actor in this movie TakinawaTonfa.
