No, Saulo Said that every person in his family has a D. That doesn't necessarily mean that every D is related to him.
The people who are speaking about Roger are all old people. That means either one of two things:
1. They were children during Roger's time and admired him.
2. They were members of his crew.
While the first is more likely, the second is a possibility. Everyone talks about him as a great man, everyone talks about his ship. Most people are afraid of the Pirate King, most people despise him. Those that truly admire him are either pirates, or people that he inspired. Tom, Kokoro, Gan Fall, Crocus, Kureha… except for Gan Fall, everyone of those people could have been a member of the Gold Pirates.
I also think personally that Robin's father is Gol D. Roger. I don't think it specifically states anywhere that her father was from Ohara. The only mention of him is when Olivia first leaves Ohara:

That's the only mention of Robin's father. The time-frame fits, strongly indicating that Robin may very well be the daughter of Gol D. Roger. After all, Roger could read the poneglyphs. That would require him knowing an archaeologist or being one himself.
Oh, and Voodzik, one thing tells you why he was Pirate King: Bell of Shandra. If you can figure out how he got to the bell, wrote on it, and why he left without ringing it, I'll call YOU Pirate King. XD</man:>
