So Matt Owens, writer of the pilot, attended the OP Youtuber's "Reverie" live stream where they all get together for a few hours to talk One Piece.
Very surprising. Very awesome.
The news that was gathered:
CONFIRMED: East Blue for the first season. Yes, we already knew this, but it's double confirmed.
Oda wanted to meet Matt before allowing him to write the pilot, they met and he gave him his blessing. Matt talked about how surreal that was, as a fan.
Matt's been a fan for a long time, he gave an emotional backstory on how One Piece has helped in his life and really swayed a lot of skeptics in the chat. Definitely recommend listening.
His approach to One Piece which he told the other writers. One Piece needs to 1. Be funny 2. Make you cry 3. Make you say "Holy shit"
The hardest challenge for the adaptation has been translating between eastern/western humor.
CONFIRMED: NO CASTING HAS HAPPENED YET. AT ALL. He didn't confirm if there were offers out or scripts out (this is still likely) but no one not a single person has officially been green lit for a role in the show yet.
He was asked about the leaked script, but professionally dodged the question and RogersBase shut that down too.
Most of the other things he talked about was fluff questions, he's a Sanji fan, a Robin fan, his favorite arc is Enies Lobby. He's a fan of the Davy Back Fight as well (to many people's surprise) for the reasons that it has some of the best crew interactions and funny moments in the series (I agree.)
Definitely identified with him a lot. He even has a One Piece figure collection. It was a fun listen, and just as I've always been, I'm excited for the project.

Matt Owens is really convincing. Listening to the Reverie and he actually is your average One Piece fan
but got to work on its live-action adaptation.

I disagree, I believe they're probably gonna start production once SA opens it's borders on the first and they'll be able to have the go ahead by then and I'm sure with in the month or so we'll start getting cast news

It's not really going to be over until around 2023, so at some point they're just going to have to go ahead with casting.

Very likely that SA was the original destination intention. But it could easily fall through. They're going to go with the best location for the best dollar with the best incentives and least restrictions. If SA proves to not be that, they'll go elsewhere.

You also got to take in mind if there is any sea stuff and such that also limits shooting locations

I don't think we'll be getting news this year. I expect a 2022 series, so 2021 is probably gonna be when they focus on reveals.

Appreciate it Greg, great interview with Crunchy btw. Really feels like us long-timers have a deeper appreciation Arlong Park and Nami's backstory than everyone else who gets to just binge straight through now. I see so much talk about the Robin and Brook flashbacks, but the Nami and Chopper ones will always be top dog for me.

Not until Covid-19 has a stronger handle and the vaccine has been spread to a sufficient amount of the population.
Casting works like this: (Completely hypothetical scenario based on experience)
If "Actor A" is hired to play Luffy in One Piece but also has a commitment to "Movie X" – the goal is for "Actor A" to be able to do both.
The plan is for One Piece to shoot from "Month 2" to "Month 8"
"Movie X" doesn't start until "Month 9" and will shoot until "Month 12"
Shows inevitably go over their schedule and have reshoots so Producers and Assistant Directors of both productions will work on the schedule of each production to make the shooting days make sense for the actor to do both projects without conflict.
Now, if a wrench is thrown into the mix (...like a pandemic) in "Month 1" then suddenly the timeframe says that One Piece will wait and now start in "Month 5" and go until "Month 11"
But since "Movie X" wasn't affected as much, their plan is to still shoot starting in "Month 9" -- Creating a scheduling conflict.
Now the actor cast as Luffy, stuck with his commitment to the "Movie X" considering they didn't change their schedule is set to keep that commitment and must now drop out of the role of Luffy.
Leaving One Piece to recast the role to "Actor B", redact public statements about "Actor A" playing the role and deal with internet backlash from all sides. Including, but not limited to, "Actor A was so much better!!" "Actor B sucks!!" "I like Actor B better, this is great" "This guy doesn't know what he's talking about, Actor A is best" "I don't know why they didn't just wait until Actor A was available" etc.
The point is, that it's all a business, and bad press can have an effect on that business. So instead of getting everyone hype on casting news and then having to change it later if their schedule aligns with another production-- they're just not casting. Or they're not telling us to prevent exactly that backlash.

I know Imdb casting section is open and is known to get edited to hell and back, but Mackenyu as Zoro actually made me skip a beat. That would be a fantastic business decision.

August seems way too soon, honestly. Also, Netflix tends to release an entire season at once.
I think we are just going to keep seeing things pop up as we wait for official news. It is best to take all with a grain of salt, whether it comes to cast, release dates, etc.
Though, when casting does happen and gets officially announced, please be open and kind to actors. We don't see the audition tapes. We don't see what the casting director saw in them. They may not be your dream pick, so chill. Not saying anyone here would do that. I just have seen many times how fanbases get. We're not experts. They are people. So if you want the series to be a success, best thing to do is to be welcoming.
