If One for All keeps part of the personality of the previous users, and now All for One has shown to hold at least The Big Man himself in there, does All for One has a soulnado in there, of fragments of personalities of every victim of AllForOne?
Hm…. I'd say no. I think it's simply like OFA where if it's passed down you're getting a piece of the previous user's soul, aura, haki, whatever. Just one more parallel AFO and OFA originated from the Shigaraki Brothers (twin brothers if my theory is right).

I honestly don't know how the manga continues if Hori doesn't nerf Decay somehow. The "contactless decay" and now "timed decay" were logical, well-paced evolutions for Shiggy's quirk. But for reasons known only to the old gods, Hori also decided to give his quirk an effective range of "tune in next chapter", and that's gonna be super problematic -_-
Granted, I was also really shocked that Hori wrote himself an easy way to make Deku's quirk a counter for Shiggy's quirk (which makes all the sense narratively AND logically: Pre-destroying the decaying area SHOULD by all accounts stop the spread), only to snatch it back in the following chapter; such that now Eraserhead is the only strategy available. So I have no idea where this quirk thing is going -_-
Also, can we talk about Shiggy being automagically able to filter through his catalog of quirks and immediately know how to not only use them efficiently, but also mix them in perfect harmony!!! Why blow through his development so quickly when it would be much more interesting to see him have to train to master them just like Deku? -_-
All that to say: Hori had been doing such a good job of developing Deku and Shiggy as the Naruto/Sasuke of this series, being careful to show them both slowly growing in strength since they are being set up as the central rivalry. Until this past month, where Shigaraki has suddenly become a god to this new world and Deku is basically not even significant enough to be in the same room with him anymore. I guess he'll have to train, but he's gonna have to pull a lot of power-up out of some crevice at a pace that I fear is gonna ruin the ride >_<
Decay 3.0 is still fresh out the box. There may be another good counter we don't know about. But at the very least we know Deku will get Float so that's one counter he's got coming. Black Whip could be another but Shiggy decayed ReDestro's Stress Bomb so…
Shigaraki having a mental catalog of all his quirks though AFO gives me a Dark Side vibe as in the AFO quirk is a quirk way to access power while OFA is ultimately more powerful. Even Shigaraki getting a physical boost thanks to Ujiko could apply to him taking the easy way while Deku has to take the slow and steady route.
But, yeah, things are crazy now. Whatever Horikoshi decides to do in the next 5 or so chapters could make or break this series for a lot of people.
