Aren't people missing the fact that it seems the Marines and World Government as a whole have been preparing for this kind of thing since the timeskip? The change of Marineford to the New World, the supposedly new, more agressive Marines under Sakazuki, the development of the new generation of Pacifistas that would make the Warlords obsolete, the increasing instability that has been expected since the Marines targeted Whitebeard in the Summit War… It has been a long time coming and the WG is rearing its claws and preparing for a world-changing war. Which apparently is a new "cleansing", perhaps the second, after the Void Century.
I get where the critiques are coming from, I also feel uncomfortable having a "boss above the boss" introduced this far into the series. Naruto constantly doing this (and Bleach to some level) left me kind of traumatized in this regard. "You thought Pain was the Akatsuki boss? Nope, Obito was behind him! Wait, you thought he was the boss? Nope, Madara was behind him and came back from the dead after centuries of planning! Wait, you thought he was the big bad? Nope, actually he was manipulated by... Black Zetsu!? You really thought Black Zetsu was the one behind it all? Nope, random rabbit moon goddess stuff."
But maybe we should wait until Oda actually develops things. We have been almost completely in the shadows regarding this Imu person and the whole machinations of the World Government. But our knowledge about this has evolved so slowly over the course of the series that it doesn't feel so randomly tacked on at the last minute. Especially since Oda has the ending planned since 1995 or what have you, which means that something as major as this cannot have been made up at the last minute just because he watched Game of Thrones recently. My gripe with this late revelation (which isn't that late since we still have a decade or so left) is that our knowledge about the One Piece world has been quite stable since the major setup at the end of Water 7. Back then, we learned about the World Government's major facilites, it's organization into the Marines, led by the fleet admiral and the 3 admirals below him; the Cipher Pol intelligence agencies; the triangle of Marineford-Impel Down-Enies Lobby; the center of the world Marijoa and the highest authority, the Five Elders; the balance of the 3 great powers, Marines and Warlords for the government, the 4 pirate Emperors in the New World. Everything we've learned since then have been small aditions to this big scheme: the identities of the remaining warlords; how Impel Down is run and the big powerhouse Magellan; Whitebeard's successor; a new Cipher Pol directly under the Celestial Dragons' command; etc. This Imu-sama is way too big of a reveal compared to anything that has come since the end of Water 7, which was a long time ago. That is probably what is making it so hard to swallow. A bit like learning about that Rox/Rocks thing last chapter (now that was completely out of left field).

It's a very good observation.
I guess Im's command will make Gorosei more focused on the specific targets. They may have put bounties on various people according to their threat level and marines seem to be place their soldiers according to the threat level of a region, but they never go all out on particular people. Gorosei can definitely change that. -
I can kind of get where wolfwood ant the rest are coming from since sure, the Gorosei among themselves were not really distinguishable but as a group and leaders of the world, they had a certain air and demeanor which made sense, and the fact how they discussed certain matter and such.
I think the wording is problematic but that´s not what i understood from that exchange. Basically, Sabo gets emotional and says we can´t leave him to his fate, basically in the hands of the CD, and someone answers "that´s why we are here", meaning we are here to destroy the CD, hence Kuma would at least be freed from them.
The rest of the convo does not imply that they are there for Kuma, it implies they feel bad about seeing Kuma, a sacrifice to the WG, and fulfilling their mission will help him, while never regaining his consciousness.My take as well.

I understand what you are saying and it certainly makes sense. But, to me, the Gorosei never felt like… anything. Replace them with a talking computer and it wouldn't make a difference. They felt like a representation of an ideology, rather than living characters. But, what ideology? I assumed that it was the ideology that the WG was built on, a static world order, which the Gorosei intend to keep.
What about now? With Im being introduced, the ideology and world order is now a dynamic entity. It could change, and whatever that becomes, is the fact that Gorosei will uphold. I think it goes well with the changing times, the concept of the great purge. I feel excited with how this evolves. But, I do hope that characterization of Gorosei evolves too, and they become more than the robots they are now. If they keep the facade of being Im's public face, their usefulness becomes questionable. But, if they have their own histories, uniqueness, and motives; this can go on a totally different and unpredictable road.

Might be because their old characterization still holds up and they personally don´t enjoy the idea of a "cleansing" but deem it necessary to keep the world in order, might be because they don´t like serving under anyone. It is ok for readers to feel "fooled". Heck, the WG seems to have fooled the entire world for over 800 years. Just because Imu was introduced this late in the Story doesn't mean Oda has invented him/her only 2 weeks ago. He sure had a reason for that. It also makes Sense, that the reverie happens "before" Wano IMO. Wano will give more info about the past.

When [Im] first appeared I thought he/she was just the top assassin of CP-0, with a typical One Piece-style wacky fetish. A reverse Bartolomeo, keeping various items and idols of the most important assassination targets. Maybe even related to some kind Voodoo Devil fruit that allows [Im] to locate the victims.
Now that's obviously out of the way, but I'm glad that the answer to the gigantic Straw Hat seems to be related to [Im]'s odd behavior and not necessarily some sentient, ancient Straw Hat treasure (or whatever people speculated a few weeks ago).
As for the Gorosei, the fact that they bow down to [Im] doesn't bother me one bit because it doesn't undermine anything we have seen of them so far. Law, order and fundamentalist ideas often go hand and hand, just look at many of the past and present leaders of our world. The chapter gave me the impression that the Gorosei make the big decisions (like the major cleansing) but still consider the blessing from the person on the throne. Someone has to be cleansed, who doesn't matter - let the oracle decide.

Problem is that so many new questions are rising up and very little answers are forthcoming.Every chapter is ending with a cliffhanger with the focus shifting on the next one….
This will be a very short arc, so many of the questions it brings will be answered in the following 1-2 months. Im's identity and the frozen Strawhat belong to something much bigger than the Reverie, so those two will most likely be kept in secret, but things like who Shanks went there to talk about, Bonney place in the world and her relationship with other characters (Kuma? WB?), Fujitora actions, Ryokugyu's identity, the RA move, Ryokugyu's face, Cobra finally confronting the WG, "Im's choice"… all of those are most likely being revealed now and not on a distant future.
And even the new questions that will most likely be open after this don't feel like the amount of things we don't know just keep increasing, but more likely we are finding out more and more about the world and things are narrowing down as we make significant moves towards the end.

It is funny, that Kuma now wears the same clothes as Jean Bart (Well, not really). But i always wondered why law's nakama have their uniforms in quite the same style. Freed slaves from north blue, maybe? On the other Hand, shouldn't they burnt such a symbol of slavery?

Really don't think Im is the secret final villain. Also not comparable to Naruto since we have several hundred chapters left. A contender, but I see Im as more of a puzzle piece to figuring out the past, and as an oracle or dormant figure the Gorosei consult with during emergencies. I also, like a few others, think Im is the national treasure that Doffy mentioned would turn the world on its head, meaning there's multiple instances of foreshadowing for Im.
Oh as a side note, was so busy working that I forgot to mention that last week's excellent chapter was so upvoted on Reddit that it hit the front page of it when using the View All feature, so that was great. The most upvoted One Piece chapter ever, and this chapter's following a similar trajectory. You saw some random people pop in who knew nothing about OP but were curious, it was neat.

Ever since the spoilers, I've wondered about something.
One complaint Whole Cake Island is that Pudding's Memo-Memo Fruit didn't get a lot of plot relevant in the arc. But what if the point of Pudding having the power to alter memories wasn't to have them used in the arc? What if the point was for her to have them, period?
We already have one manga with prominent characters named Ymir (Connie, too, come to think of it) and, in a possible spoiler for anime only fans,
! rulers with memory altering powers and a "traitorous" bloodline unaffected by them.
Maybe Oda recognized the similarities, if not the possibility just in general, and headed off speculation that Ym might be able to actually remove someone from history by altering the world's memories to forget all about the person.
That still lends itself to Ym possibly being able to full on remove a person from existence vs remove and recollection of them Sugar-Style, but we know at least one way they won't do it now. -
I am also very interested in that other dude in the Flower room, since Im's entire existence seems one of the biggest kept secrets in the world, and if that dude knows of Im they are inherently of higher rank than the kings of the world, and part of a very select few (or maybe its just Pandaman or unnamed figure that will never be explained).

The implication seems to be that they did that in the past and that "Rocks" past captain is one of those cases. Remember that Blackbeard fought a little with the Cp-0 and then left. Is possible that with the CP-0 + Marines, they can easily defeat Blackbeard. They are just letting him and other pirates, because of the balance.
It seems that this exaggerated devotion for the balance as to do with the Void century and the war it caused. Probably they had a similar balance and something destroyed that causing it, and a new balance was what ended it. Now they are focusing not on power or something like that, but on keeping the balance, for the good and for the bad.
In fact is funny this "balance" of Gorosei/World Government is just another kind of Justice, one that opposite to the Marines and Akainu, with his Absolute justice.

The World Government was willing to bring down Whitebeard because they believed Ace's heritage was that much of a threat to the world, and the Marines were capable of doing it. It's not so much that the removal of a Yonko would be impossible (though it surely comes at a heavy cost), it's more about the power vacuums that would be created with the loss of one that would plunge the world into chaos. But as of right now, it appears that shaking up the Three Great Powers is indeed the most beneficial course of action for the Five Elders and the World Government, regardless of its cost. Though who knows how Fujitora's Shichibukai removal plan will impact all of this.

I have to agree with kmohyudin.
The Gorousei always had the elegance and the pompousness of world leaders and that was cool, but they were never fleshed out as characters or rulers, neither were the internal workings of the World Goverment, so I don't see much of a problem with Im-sama's reveal, even moreso considering his/her existance is supposed to be a secret to the outside world. Maybe the problem is that the WG starts to look more like a cult instead of a proper modern goverment? Well, each one has their own preferences, but that's cool in my book too, and we shouldn't strictly compare the structures of the real world with the lore of One Piece, considering that a fantastical setting is bound to have a different balance and order. We also don't know anything about the Void Century to reach many conclusions about the foundation of the WG and what is supposed to be behind it. All in all, basically everything we know about the WG is still true, a very bureaucratic government with many institutions and many different interests across its many layers and hierarchies.
Besides that, although we first saw the Gorousei back in chapter 233, their screentime was very scarce since then. It's not a situation in which the Gorousei were well developed and focused in the narrative and suddenly they were thrown away for this new guy/girl that came out of nowhere. If anything, Im-sama is the first development for the Five Elders themselves. Anyway, this series is far from over and from here till the end we'll have a lot of time to characterize both the Gorousei and Im-sama.
At last, it's important to mention that ever since it was revelead that the "immortal surgery" is a thing, we should assume that there's an immortal being hanging around. Now we have a better assumption of who that person might be.

Just like that editor said, this will be an arc that deserves a re-read. I thought the last chapter was better, particularly the flow. They both dropped bombs and raised as many questions as answers but this chapter wasnt quite as satisfying. It could be in the near future but I don't have much of an investment in our thronetaker or interest in Kuma's situation.
I'm assuming Bonney's lineage is unknown to the World Government, otherwise she'd have a bounty boost a la Sanji.

I think it's possible with the introduction of IM that he had something to do with the getting rid of Moriah after the war, after all Doflamingo was the one who got rid of him, and he said it was someone higher up than Sengoku. Also, Doflamingo was at Mariejea when he talked to an unnamed world government official. Moriah might be making a comeback soon, maybe with the revolutionaries? I'm thinking with the revolutionaries because of Doflamingo says he doesn't think that ability to disappear is a part of the kage kage no mi but, it might have something to do with Karasu's ability.

I have the impression, there are enough threads concerning your topics and to create a wiki is just not the meaning of a forum like this. Also i personally like to use the onepiece.wikia.com once in a while to gather all the information we have.

With that out of the way, whew...where to begin...
I thought I'd spotted Mansherry among the Tontattas a couple chapters back... I wonder whether she's just tagging along for the Reverie, or if that means she's officially part of Leo's branch of the Grand Fleet. Also very interesting to see that Mjosgard has basically given the Strawhat allies full permission to get violent, if needed, in order to protect their own - which I'm sure will absolutely NOT be needed in the coming chapters. Oh no, not at all... :whistling:
Very happy to see Bonney again, though I do wonder what precisely she's up to... Is her guise as "Queen Conney/Connie" simply a temporary ruse for getting into Mary Geoise undetected, or is it an established cover identity she uses when "Jewelry Bonney" needs to disappear for a while and does she actually have some connection to Sorbet Kingdom? Which segues nicely into the reveal that Bartholomew Kuma was once the King of that same nation, presumably before he became a Revolutionary. There was some suggestion/speculation that Bonney was his daughter in the spoiler thread, which obviously hasn't panned out in the chapter itself, but I am curious how their stories touch upon one another. Even if the true Kuma is long gone now, it's still very tragic to see what's become of him.
I'd initially thought that the Gorousei took part in the Reverie conference and that Cobra would therefore be making his inquiries in a quasi-public forum, but the fact that they seem to be removed from the proceedings and that he's asking for a private meeting - to say nothing of the fact that they consider the Nefertari family as a whole to be traitors and are talking about the need for a "Great Cleansing" to keep the world in balance - is very worrisome to me. I'd been of the opinion that they'd simply shut down Cobra through political pressure and threats, but I'm increasingly thinking he may be in true physical danger. Still not quite ready to predict his coming demise, but a great deal more than I was a couple of chapters ago.
Which brings us to: Imu (Im? M?). With the reveal that the Gorousei seemingly serve a secret master, I have to wonder precisely how secret this individual's existence is. Obviously the kings of the WG member nations don't know - little point in telling them the myth of the "Empty Throne" if they know full well it's not actually empty - but I'm curious if even the typical Celestial Dragon is left in the dark. I have a hard time seeing someone moronic like Charlos or principled like Homing/Mjosgard keeping something like that under wraps, so it's easy to imagine that they're not aware either...
Finally, while Imu slicing up Luffy and Blackbeard's wanted posters is fairly understandable, the fact that s/he (leaning toward she, given the slender frame) has a picture of Shirahoshi leads me to suspect that they know about her being the reborn Poseidon... Which makes me truly concerned as to why it is that, when the Gorousei are kneeling down and asking the name of the "light" they should snuff out next, Imu is carrying a photograph of Vivi instead.
Me: "Don't you do it, Oda! Don't do this to my Vivi!"
Also Me: "Put her back in play, Oda! Put Vivi back in play!" -
I don't if someone pointed it around already, but one interesting thing about this chapter is that Sabo's group is shown directly beneath the place Bonney is (as suggested by the fact they were reacting to Kuma's appearance). That shows they are also invading the Celestial Dragon's residential area, just like her.
Koala had already pointed out that the RA was going to declare war against the CD, not the WG, but we were still under the impression RA would attack the Reverie/Pangaea Castle directly, but this chapter suggests their attack will be directly against the CD while the Reverie is being conducted and not at the Reverie. I wonder if the Marines - and maybe even CP-0 - are allowed inside the CD city…

Is that really new information, though? Luffy never had to worry about Marines actively chasing him down, like, say, Doflamingo had to worry about Tsuru before he became a Shichibukai. Based on just what we already know about the WG power - the Marines, the Cipher Pol. - it should already be very clear they were not actively trying to destroy the SH or anyone and that they could amass a lot, lot, LOT more power if they decided to attack a specific target.
I mean, ever since we were introduced to the Buster Call it should be very obvious we never saw the WG actively trying to erase any of the pirate crews we know (and the fact they may be able to do that against one specific target under the authority of the highest person doesn't undermine the fact they never took absolute control of the seas, I would add).
That said, I really don't have a problem with the "big baddie" being presented this late in the story. Normally that's a problem because we are led to believe that X is the main enemy the whole time until suddenly, when things are near the end, "nope, it is Y! The real boss" (and if it is Naruto, "nope, it is Z! The realer real boss").
With the WG is different, we always knew very little about it. We barely knew the Five Elders and it was never stated or even hinted they were the absolute highest authority (until, maybe, one week ago). Based on what we knew, they could be it as much as they could not. We were not falsely led to something, we are just getting more information and knowing more about a structure of power we always knew existed but knew very little about. -
I don't really feel that the Im reveal undermines anything about the Gorosei – it doesn't really seem like they are taking regular orders from Im (this chapter seems like a rare event), so I think their whole morally ambiguous 'peace-but-at-what-cost' schtick comes through fairly unscathed. Certainly hoping they all get more characterization, but I'm assuming they will, so I'm not sweating it too much.
I also wonder if Oda is will do something sort of subversive with Im as they develop -- whether they'll be some kind of 'childlike' ruler that the Gorosei have to follow in certain circumstances. I don't imagine that they're omniscient or omnipotent, but we'll have to see.
What I am thinking about, though, is this one page back in Chapter 595 that has bugged me for years. Maybe I'm putting too much thought into it, but we never saw this person's face, and the flower aesthetic in their room reminds me quite a lot of the room we saw Im in this chapter. Is the person in the hat the servant that summoned Im? Does the flower character matter at all? There are obviously still layers of hierarchy and relationships within the World Government that we don't know about.

I don't know why I like the name Im so much, but for who is possibly the Big Macdaddy of the whole world the sheer simplicity fits. Also, they remind me of another comic book character named Mim, the mother of dragons and the former keeper of the balance. Who knows, this Im could very easily be both those things.
Im-sama feels like some kind of oracle to me.
There's a lot of connotations to 'Im' term, most of them religious or spiritualistics. Here some research into the term. Sandman quoted this nice theory in the spoiler thread:
- Imu's name is written as イム in raw chapter. It might be a combination of イヴ (Eve) and アダム (Adam).
- Devil Fruit being Forbidden Fruit.
- Raftel being Eden.

The word Imu itself can mean mourning, detestable or death anniversary (忌む). According to some Japanese Buddhist traditions, there are important ceremonies that must be performed on death anniversaries so the deceased can be reborn in the Pure Land. In other words, Im is associated with symbols of rebirth, the butterflies in the garden and the cross above the doorway where he kept the Straw Hat.
Also, as some people on Reddit and 5Chan pointed out, the name of the mysterious person is translated to Imu with the text being イ(i) ム (mu). The Japanese word 仏 is a combination of both phonics together and means Buddha.
In other words Im is associated with a lot of religious imagery. Very fitting for the setting, the holy land of Mariejoa. We have an Adam and Eve tree, saints, nuns and now a Holy Land, a place described as the ‘heart of the world’. Sound familiar? Now who else is associated with religious symbolism? That’s right. Mihawk and Kuma. ‘Dracule’ comes from the word ‘dracul’, meaning dragon. Fascinating isn’t it?
Something else of note in this chapter, the Gorosei ask Im which ‘light’ (灯) he wants erased from history. 灯 Is not a common way to refer to light, it carries the implication of a lighthouse or lamp guiding sailors through the night. Robin is known as the ‘light of the revolution’ (革命の灯). Again we have to question if this is a coincidence…
And of course it migth be a coincidence but 'Im' also hints English 'I am' which also is kind of mantra in some meditation practices.

Woooa man, Zunisha’s eyes are the same of Mihawk and Im. Not a friend of throwing theories but you make me throw a little one now: the D are the awake ones (person, animal, other races, etc) around the world, and they can listen to the voice of the things much more in some cases than another. There are some Ds among the CD and other ones around the world in all 4 oceans, and Im is a D and is or a descendant of them or is kind of immortal as someone has said.
It fits other ideas rolling about OP world: to get the One Piece is the get the unification of all the realms, all the beings in OP world. In the past (Void Century) some D founded the regular order which is: there are two kind of realms the lower ones (the levely order) and the secret higher ones (the CD, Gorosei, Im and above secret and real order, etc).-
Also, I don't buy that he can't return to what he was. In a world with Vegapunk and magical powers.
Me neither. Or he gets definitely killed or is redimed since in OP world fate seems to have those two ways.

To me, the bigger problem is the revolutionary. Them saying that they are here to rescue Kuma, what gives? Weren't they here to declare war on the celestials? If the reason they are doing this is because of Kuma, then I am sorry but this feels like a cop-out.
There's no problem to me there: they are doing both things: declaring a war and also rescuing Kuma. Actually the way they discuss the topic about Kuma in this chapter,with out Dragon or Belly in there, and the way they discussed the declaration of war in the past chapter are saying the main goal is the declaration and rescuing Kuma is likely something they just discovered now and is consistent with their main goal.

Ok to me Jewerly Bonney should be a rev. She was crying when watching the Marine Fort war, she was happy with Luffy news about defeating DD, she's now crying to see Kuma's condition and, themost important, she just said she accomplished her mission to access the holy land section of Marie Geoise, in the middle of an arc dedicated to the declaration of the war to the CD by the revs in the middle of the levely.

As for the Levely is funny that there are no representatives of the WG higher in the meeting; instead all king (of the lower realms) has to request an audience if they want to have a word with the Gorosei.

I'm guessing Ym is Uranus and has some sort of power to control surface animals, similar to Shirahoshi's ability to control sea kings. Maybe Zunisha's crime is related to the Nefertaris' treason 800 years ago?
To speculate further… it would make sense for Pluton to somehow have the power to control spirits (Pluton being the ancient Greek god of the dead), and if Blackbeard had obtained that power it could explain why he didn't die after eating a second devilfruit (he could keep the two devils from fighting and killing him).
Edit: maybe the throne itself is Uranus? It would be pretty hilarious if Sterry briefly seized control of it.

I agree on everyone except for Wapol and Ham Burger. Your Ham Burger is the king with the squared crown who wanted his son to marry Shirahoshi. HamBurger is right in the middle on the top( two seats left from your Number 5). Your number 5 seems to be the grinning king from ch. 906 (JB, pg. 7, middle-left panel. The one I consider Wapol the most, is the guy right in the middle between your numbers 5 and 6. That is either Wapol or the Arafat-looking guy from ch. 906 (pg. 7,middle-center panel). But nice work! You could also add those kings who wanted their sons to marry Shirahoshi. Or the samba king who danced with Manboshi in ch. 906. Hitler-lookalike and Clockbeard are also easy to spot.

Whoops looks like I need o go remake it. I also got #10 wrong, that's not Ham Burg. Thanks on that reason why I thought that was Wapol was 1) forgot about that guy you pointed out, 2) The hair matches and there has been times Wapol smiles that big. The The guy between 5 & 6 does not have Wapol's hair and looks like he's wearing a Arabic headgear.
I didn't add any others, like Sambo-dancing king, Clockbeard ect since we do not know their actual names or kingdoms.
But you've given me the idea to do a 2nd part, where I list them with a lil profile in the list to match number in group pic, that way I could make a who's who and a who-is-where at same time, even if we don't know name or country.

I also get oracle vibes from this Imu individual. The cryptic way in which they ask for guidance seems more like "please tell us what you see" rather than "give us an order". Imu was also looking at the weird hat while holding the posters which adds to the whole esoteric angle.
There's something uneasy about the character. The ridiculous amounts of "…..." speech bubbles they've already been given in such short span makes me think there might be something wrong/atypical about them as a person. They might not even be a boss in the classical sense, even though the Gorosei bow to Imu's authority.

well this chapter answers my questions about the elders being pawns that I said last chapter. However this chapter has a lot and I do mean a lot of padding it even has a completely useless page about how the four seas and the redline work. I got to wonder if it's just that he didn't want to put all of the content in one chapter so he dragged out this one just to save some of the good stuff for the next chapter so that it wouldn't feel like an incomplete chapter but the problem with that is of course that this chapters second-half feels like they're just intentionally dragging it out. That said I do find it highly sad that Kuma has been reduced to what he is. I also do find it interesting that things are coming to a head with Cobra being from the alabasta family that used to be one of the original 20 founding family members. I had forgotten about that. I also do find it interesting the discontent between the celestial dragons as well as finally seeing jewelry Bonnie again however overall while this chapter had some interesting moments I feel like it kind of drags in the second half and that really hurts this chapter

One thing i do find fascinating is that other than the guy who was smashed in the face the nobles don't seem to be all that flustered that one of them bashed another ones face in with a huge mace. Like oh that Mjosgard is a strange guy oh well guess he beat up my kid.
