It was his soul from 5 years ago, so he would have no memory of Brook. Also, last we saw, the scarecrow along with all the other people chasing the strawhats at the time got KOed by Nami using Zeus way back on WCI. I don't see how he ends up on Cacao island.
I think everybody just read way too much into that guy taunting Pedro.
The two were more invested with each other than they had any right to be: the scarecrow felt the need to point out who Pedro was, and for whatever reason, Pedro was shocked by that. It makes me think they reacted to each other out of instinct. There are still no clear examples of Homies meeting their original bodies besides BM herself, so it's hard to say what's normally supposed to happen.

This is all we have to go on. This character doesn't show up after this chapter. If Oda brought him back to resolve a plot point 23 chapters later, I'm sure 80% of the audience would be scratching their heads asking who the hell this is.
There's also nothing to indicate that this is even a homie in the first place. All other homies have cartoon faces, or at least normal eyes and mouths. If this guy is a homie, he's the only one that we've seen in all of Totland that has those kinds of features.
I think he was just taunting Pedro with the implication that he knows all about his humiliating defeat and finds it funny in an effort to get him to engage in combat away from the others.
Homies have quite a lot of variation in facial features. King Baum and Randolph were not the cutesy types of Homie, either, and no one would connect them as being related to things like living food, suns and clouds if Oda hadn’t wrapped them under one label. As it is, it seems to fit the bill of an inanimate object given life, and I really think that if there is a Homie made from Pedro, that scarecrow is it.
As for Brook, Sanji and the rest, it’s not about what Pedro’s Homie remembers, because if awakened, he would hopefully be smart enough to look around and catch on to what’s going on. For example, if the Homie was made 5 years ago, that’d mean he had last known Carrot of around age 10, give or take. At that point, she might not have yet fully mastered Sulong. If that was the case and the Homie saw her in controlled Sulong mode, he would know right away that it was some point in the future.
The Homie could potentially offer the closure that people say should be done with Pedro himself. He could tell Carrot how proud of her he is, tell Brook that he didn’t regret dying for his cause, tell Sanji that he shouldn’t blame himself. Not because he remembers them personally, but because of the conviction he had when he formed the Nox Pirates.
