Foxy is not related to the world of OnePiece in any way. ThrillerBark had a shichibukai.
Foxy is in the world of One Piece and illustrates a game popular among pirates. Therefore he is "related" to the world of One Piece just as much as any other character. I think you meant to talk about his impact on the story more than his place in the universe itself; to which I'd argue that nobody has to be a plot-changing character like Robin was, for example.

It changed a lot. It added a new type of nen to the story; type that will most likely be recurrent in the new arc. The fight in itself gave us previews of both fighters' insane abilities and fighting skills, and set new tensions that will have without a doubt solid repercussions on the story line. You cannot deny these facts.

It's a retarded setup because Hisoka starts hunting the Troupe for no reason. At least "hey I ain't finished with you Chrollo, I want my fight!" would have been more fine than "I'mma kill all the Troupe because… well just because."
If you believe this, you didn't understand quite the character of Hisoka. He doesn't need reasons to do things.
