A significant spending cut for affordable housing and community development programs is on the way. Ben Carson, the head of the Department of Housing and Urban Development who oversees all of this, wants funding for those needs placed on the shoulders of state and local governments along with the private sector. Lower income communities across the country are expected to be hit hard by this. We're looking at state and local taxes rising to cover expenses while public housing declines.
