No, it's a bridge chapter. In my mind that constitutes a chapter that merely means to move the characters from big set piece to another. There are no big revelations, no big events, no decisions or choices that affect the story or the current arc. (Unlike last chapter where Jinbe progressed the story) It is literally them going into a forest and setting up the events that are going to come in the next few chapters. So a literal bridge from "Let's leave Pudding/Jinbe meeting Big Mom" to "Wacky adventures in the Forest."
There is nothing wrong about bridge chapters, Oda has DOZENS of them. It is just that when you are reading One Piece on a week to week basis they can be quite boring and uninteresting. Especially when your part of a community that hyper-examines every little detail. These chapters are much better to read when you can binge an entire volume, but on their own, separated from the rest of the story and as your weekly dose of new One Piece, they can feel kinda bleh.
My opinion of course, but I pride myself on calling a spade a spade when it comes to One Piece. Just because it is by far the best manga in Jump doesn't mean it's flawless.
Calling a chapter depicting an exotic location and the adventuring within it a matter of bland structural necessity is the wrongest goddamn thing.
That's not calling a spade a spade, that's foaming at the mouth and babbling meaningless nonsense.
