I doubt fame or bounty play a role in that. Usually the others are either too buy or he just decide that's his job.
I meant more in terms of strength.
As it stands, the two still seem roughly equivalent.

If it's about spotlight Oda could have push the alliance proposition for next chapter and have Bellamy take 4-5 pages. It just doesn't make sense to me that Oda would give the Barto club a new member only after the alliance matter have been so heavily exposed with numbers and group getting together. Except if Oda somehow fear making too big reveal in round chapter so they accused of padding just to get it.
Well everyone else got kind of lumped in together.
Bellamy's kind of a whole different kettle of fish since he's been developed throughout the arc, and certainly with more exposure than someone like Suleiman.

His case is not different from Brownbeard. Lame guy worshiping the wrong leader and their role in the arcs were pretty to make us feel pity about them, which they both achieved.
I wouldn't really class them together.
Brownbeard got a little cameo in the wake of Whitebeard's death, and then appeared for a quick about turn during punk hazard.
Bellamy on the other hand has the whole thing in Mock Town, then had some nice development over the timeskip in terms of his trip to skypeia.
Then he was featured pretty prominently during the Dressrosa arc, with a continuing evolution of his character, thanks to the actions of Luffy, Barto, Dellinger and of course, Doffy.
He even appeared as a fairly major part of Luffy's gripe with Doffy, including battling Luffy himself, while still having his seemingly unreasonable loyalty to Doffy in tact.
He's waaay more prominent and relevant to the story of One Piece than Brownbeard ever was.

I don't see Brownbeard still around and I don't expect Bellamy to be around mostly because his relevance ended the moment they sailed Dressrosa.
A lot of people didn't expect Bellamy to appear again after his pseudo death at hands of a controlled Sarquiss.
I imagine a lot of people thought his relevance ended as soon as the SHs left Jaya.
Yet here he was on Dressrosa, with a bucket full of development and a prominent role, hundreds of chapters after his initial and seemingly encapsulated appearance.
Let's not rule out a further role for him, eh?
