Don't worry. It looks legit to me. You can read more about the different varieties of stickers here: http://onepiece.wikia.com/wiki/Merchandise_FAQ but basically your Croc is Japan market release and your Enel appears to be the Asia (also known as international) market release. Nothing different other than the sticker.
Question: Did the original Doflamingo POP come with a sticker on the front? The one I got from a reputable dealer doesn't have one, and I've never seen one with the sticker on the front at all.

Your figure is most certainly authentic.
Your Crocodile POP is stamped with a gold sticker with black Japanese lettering; this means that the figure was intended for the Japanese market and that you probaby(?) purchased it from a Japanese retailer.
Your Enel on the otherhand is stamped with a silver sticker with English lettering; it doesn't make your figure any less authentic, all it means is that these figures were exported by MegaHouse to be sold in international markets like the United States and Asia.
Your sticker will vary slightly depending on which countries you import your POP's from.

Once again, Toei sticker isn't for authenticity. That sticker is there because in the country where the POP has been sold the rights on animation of One Piece belongs to Toei.
So basically a figure without the sticker could still be authentic? Is that true?
^ Yes, It's true. In some cases the stickers are applied by the distributors and not MegaHouse themselves. Though MegaHouse appears to be applying it themselves more often these days. So it's entirely possible that human error or laziness could result in stickers not making it on to their boxes.

I've gotten a couple of POPs from legit US distributors that were stickerless, in one case they forgot to sticker some of their figures before they brought them to the convention.
Yeah, I once got a Nami POP from Otacute without sticker but she was absolutely legit. It just happens.
