Skin tone is a little darker here but overall it's the same guy we know and loathe
His face shape and hair look different from the manga version. His hair is clearly longer and flatter. He reminds me of Madara in the manga and some emo school boy in that movie picture.

That's kinda different, cause Toriyama just suffers from the same-face syndrome. Kishimoto on the other hand is able to draw dinstictive characters. Unless they're parents and kids.
Not to mention Luffy and his horde of lookalike D's. And Scarlett and Rebecca. And Vivi and her mother. And Robin and her mother.

1)Toriyama-san is fully capable of distinct looking characters. He trims down to about a dozen types, but thats something ANY fast artist is going to do, including Rumiko Takahashi and Osama Tezuka. There is no mistaking Mr. Satan for Trunks or Piccollo for instance.
Even Oda-san who very clearly can create great variety, falls back to very similar character designs a lot of the time, especially on his female characters.
Kishimoto doesn't do greater variety than any of those artists, he just has a few more haircuts at his disposal. And considering his female characters ended up looking like dudes a lot later on, and he put everyone into identical uniforms for 1/4 of the series….
Given that Bulma had like 40 haircuts in the course of the series, and that Toriyama is fully capable of unique designs (see his video game stuff especially) it was entirely intentional that the Son family were identical.
Trunks doesn't look like Dr. Briefs or Bulma much aside from the haircut, nor does he look like Vegeta. (Bra meanwhile looks like mini-Bulma.)

Your post is confusing. Lol. Luffy doesn't look like any other D. Scarlett and Rebecca actually have different faces and hair. Robin and her mom did look related. But varied because of their hair. Vivi was basically an exact copy of her mom.
But as someone that gets often told I look exactly like my mom even though were are different weights and heights. It's not that unusual to look like a parent when older.
That said. It is kinda boring when it happens in comics though. But with the treatment Kishi gave to some of the other kids…Choji and Cloud ninja it's probably a good thing he didn't do the genetics jumble too much.
- Toriyama very clearly and specifically had Goku's family line look identical. Gohan is a bit different, but Bardock, Goku and Goten all have identical haircuts… (And the anime further reinforced this by having the same actress do the whole family.) as do Vegeta and his father.
Pan also has Goku's face with Videl's haircut if I remember correctly.

As is, I imagine the only reason Gohan is as different as he is, is because in actual manga production time Goku had only been an adult for a couple volumes, maybe 30 chapters? when Gohan was born, so like 6 or 7 months real time… and that was after Goku being a kid for the first four years of the series.
By the time Gohan appeared in the manga, the anime might have still had Goku as a kid, and that could have been really confusing.
And in all this Raditz is hilariously out of place.

Yeah adult Gohan has a similar haircut to Yamcha and they wear similar gi, but how do you confuse the guy with the scar who loses constantly with the guy who gets mad and beats the shit out of everyone?

I can get people mixed up in live action series if I have zero investment or familiarity in it and they're not diverse enough. (Hair color, age, skin tone, glasses, height, build, etc.)
Look at Agents of Shield. having watched three episodes a year ago, I have no idea which of the girls on the left is Skye, and if you asked me to name who the guys were aside from Coulson I'd have a 50/50 chance at best once you gave me a name… you could even give me a name that doesn't belong to either of them and I'd still probably try to assign it. I can tell old man Coulson and the asian girl apart from the rest.
I imagine a casual viewer to Naruto would also be confused by Rock Lee and Guy looking so similar. Except THAT'S INTENTIONAL. (Anime viewers get the bonus of insane hair colors like pink and green and orange and pure blonde on ocassion to help them out)
They should not however be confused by girly medic Sakura looking like buff swordman Suigetsu... or Deidara looking like Ino looking like a man.

I can tell Pam Anderson and David Hasselhoff apart from the rest of the cast, but I have no idea what the difference between the other blonde girls or the dark haired guys is and if isolated I would have zero chance of identifying them.

Nnnnot necessarily. Your point was "These characters are indistinguishable based on a random image," not "these characters are the same in design." If you know the series, just like in a real show with distinguishable looks of characters, of course you'll be able to tell Yamcha apart from Gohan, or Coulson from the rest of the SHIELD cast
In Baywatch I can distinguish bald mustache man from the rest. And the black girl.
Otherwise they all look pretty similar and I have zero chance of identifying any of them based on description. (FOUR blonde girls and a light red head?)

and you can probably point them out in a lineup, not really running into trouble until the girls. like, Chichi, Launch, 18, Bulma and Videl, and even then you could do "older chinese lady" "curly haired girl" "young girl. and "light haired girl" for some of it (and in an anime lineup you could actually say "blonde" and "green haired" and would have zero problem.)

Kinda yes and kinda no. Dragonball is a special case, cause you see the characters literally everywhere, not just a random image of them, even without watching the show. My point is that being able to tell the characters apart even without watching the show is a good sign of character design variety, that's all. No offence to the great characters that Toriyama has created.

Yeah, adult Gohan and Yamcha I can see the confusion, but even then it's "scar guy" and "glasses guy"… and they didn't have the same haircut at the same time, so you weren't likely to see their similar designs next to each other.
Confusion with the super Saiyan forms and fusions is totally understandable though, since the SS forms look pretty samey, and especially once you throw Gogeta, Vegetto and Gotenks into the mix, and even more so if its a montage image also including Super 2 and 3 forms. Those really baffled me when I only had random pictures in the back of game magazines 20 years ago.

Meh, it beats spreading out half a chapter's worth of content over an entire episode.
It's got some other neat links to the rest of the series so far, like showing showing one of Pain's dolls before she was fully under his control and showing Fuu the jinchuuriki

Tsunade was having a flashback about how this generation of ninja became chunin, then (flashback Sakura) had a flashback about how Sasuke & Naruto used to save her all the time & then they jumped from that to (flashback Sasuke) who is talking to Karin & she had a flashback about how Orichimaru saved her when she was young.
