It depends. Maybe it was a chance encounter. Maybe marines tried to stop him from doing whatever he was doing at that time. I doubt #7 was hunting for Z to get his revenge or something. In any case, I have a feeling #7 might have killed Z but decided to spare him to clear his debt to him.
Here in this picture, Z doesn't look like he won anything. More like he's frustrated. Just imagine #7 plowing through all of the cadets, proving too much even for Z, only to reveal who he really is and to say he's going to let him live because he spared his life in the past. Imagine the frustration of a man who inadvertedly caused the killing of his cadets by acting mercifully towards someone in the past. The frustration of being denied death by that same person, who killed all the cadets he was supposed to protect. That's like the same thing that happened to Moria and Squadro and it left a mark on them for life.
