True enough. It's still a far cry from how CDs treat regular humans, not even wanting to breath the same air they breath. And, actually, lil Dofla was like that ("Dad, someone talked back to me, lend me your gun please") yet now he goes out of his way to save his underlings (B5 and Buffalo), mourns their "deaths" (Monet and Vergo) stops dead in his tracks when someone uses one of them as a shield (Jora), forgives their failures. . . .
It's a far cry from regular CDs. I refuse to believe his biggest ideal of a "man" is being a piece of shit CD.

We. . .don't know that yet? It's pretty clear he had that thought out, otherwise he wouldn't have done that right at the same time Dofla was stating "he wasn't exactly a Tenryubito, it's a lil more complicated. . .".
Dofla was shown having direct connections with the WG BEFORE the timeskip.

This I can agree wholeheartedly with, but I think the whole chapter suffers from a degree of rushedness due to its meagre 13 pages, when we usually have 17-19. Oda must've had some trouble handling the whole thing o the magazine on schedule, and before going into another break, he decided to handle an unfinished chapter? I don't know.
But both that scene and Dofla's mini-exposition felt forced and a bit rushed. I was expecting the citizens to have some sort of turmoil BEFORE releasing everyone. Why did they do that to begin with? I was hoping it was Fujitora that convinced the population to release them, but it seems they did that of their own accord. Weird.

My personal beef is that said Birthright has always been presented by scenes of comically disgusting characters being spoiled to a degree of absolute patheticness. Doflamingo was pining for the life of a bunch of man-babies; This is Doflamingos birthright in all its glory:

Doflamingo being denied that^ is what prompted him to become the supervillain we see today.
I think that's. . .severely over simplifying it. Being a CD is not only being a massive, free-of-charges dick. It's also the fact you're part of the 20 families that CREATED the world as we know it. Massive amounts of influence (Tequila Wolf exists only because of a CD's wishes, and might very well be just for the sake of it). If Doffy was smart from the very beginning AND had all that beyond reality powers to influence the entire flow of the world. . .he'd probably be ruling the entire planet by now.
I guess, for someone with such a massive ambition as he has, not being able to have the final power of influence the OP world has to offer DID piss him off. And, yeah, being a super dick free-of-charge too.
I'd still wait for a full flashback which I HOPE we'll eventually get. . .really hope for it. I think it would help greatly if we got to know his father, an idealist among assholes, kinda emphathize with him and then Dofla kills him. Then, getting to see if Dofla's views somewhat change or evolve or addapt as he grows older (like creating deep ties with his new family, which is hands down his most interesting trait), etc. . .
I think a good chunk of this chapter's awkwardness (Fuji's back and forth, the citizens acting gonzo, Luffy's apparent lack of mobility while Dofla was thrashing Law, the abrupt mini-exposition) is due, again, to it's short length, which must've something to do with Oda himself, or not, who knows. It's definitely not normal and of course it hurts the overall product.
