I actually didn't realise this until I read you guys' Ucy conversation, but I think the joke is:
Luffy's gladiator name is Lucy (Rūshī, ルーシー)…
So he nicknames the fighting bull Ucy after himself (Ūshī, ウーシー)...
And in Japanese うし (ushi) = cow
...which Luffy uses to refer to any kind of cow/bull/ox that appears. For example when he calls Blueno "cow" here he says "ushi"

Another example is that Dalton and Kaku's devil fruits are models of the "ushi ushi no mi".
"Moocy" gets the pun across in English nicely!
That's really great to know about the Viz chapters. Surprisingly New Zealand appears to be one of the countries that can use the app. I quite possibly will buy, my only problem is that reading manga on my tiny Android screen can't compare at all to reading it on my laptop… If that webpage viewer was available over here I wouldn't even hesitate! I might buy it anyway to show my support. Having enjoyed reading One Piece for eight years or so just from online scans... I need to translate this into value that companies can understand so One Piece stays strong = dollar dollar bills!
I don't think it's a vendetta against non-English speaking countries, I think it's probably more to do with economic viability and licencing issues, as others have said... Buying manga digitally via apps is a pretty new idea and these things can't be implemented instantaneously, it makes sense to start with America and gradually expand.
