Alright, here's Fujitora's speech in full, since it seems to be causing some confusion:
"This was probably done over and over. You've been in the Marines for a long time, haven't you Vice-Admiral? Have you been ignoring them the whole time, these screams full of rage? They're not crying; they're angry! Is the World Government the same as God?"
While Fujitora is waxing-poetic, what he is saying is actually quite clear–there's nothing ambiguous about it, and it seems like Panda actually did a good job translating it.
Basically, in simple English: This has been going on for a long time, and the people are angry. Does the World Government control everything? Knowing what could happen to him if he goes after Doflamingo, knowing things like this have happened before and will happen again, he is questioning the right of the World Government to rule. That's why Maynard reacts the way he does. For an admiral to speak in this way–especially when his Fleet Admiral is the kind of man who will believe everything the World Government tells him--is surprising and dangerous.
Hopefully this helps clear up some of the confusion I've seen in this thread about what Fujitora is saying. IT's much easier to get the gist of it when it is not broken up into speech bubbles.
Now here comes a little shift in point. Obviously we have a lot to learn about who Fujitora is. The people in this thread talking about out of character behavior are wrong, simply because we don't know what his character is yet, and assuming to would be foolish. Fujitora seems to have a rather complicated past that we are going to learn more about.
What we know about him:
- He has gravity powers.
- Purple
- He cares about his soldiers
- He cares about the common people (He wants to live like common people; He wants to do whatever common people do)
- He dislikes the Warlords
- He has questioned the veracity of the World Government
- He is Blind Justice, which means he is absolute neutral
What we don't know about him:
- Absolutely everything else. Which is quite a lot.
We know so little about Fujitora, that, at this point in time, it is next to impossible to make an in/out of character judgement. I know that won't stop people from doing it, because people will be people, but let's just try to keep that in mind going forward.
