Okay. Let's say that Soul Society was around for a milion of years.
And here is where the problem begins. See, the Gotei 13 did not existed untill Yamamoto created it. That's two thousands years ago. Considering that 46 seems to to be the part of Gotei, it would appear that people have been incapable of creating goverment for 998 000 of years. That's even worse.
I actually looked this up. Yamamoto started the Gotei 13 at some point undetermined. He started up his kendo school ~2100 years ago, but it's never mentioned when the 13 divisions were formed. Of course, a million years and a bunch of other timeline inconstencies don't make it reliable, but the numbers are the numbers, unfortunately.

The argument I'm making is that nothing stops Rukongai citizens from improving their own situation. They don't need sustanace, which honestly is the main roadblock in accomplishing anything, and they are provided with variety of resources. Unless you are saying that outlaws complete oblitared any kind of society. Hell, it's actually worse then the state of nature proposed by Hobbes.
I wonder what happens when a soul gets sent over, because obviously no one in this day and age wears that sort of garb anymore. I don't think a lot of people would settle for that sort of attire, so besides being based on old-timey Japan, having their own monetary system, and still being able to die, I wonder if they actually are given any sort of resources to work with besides what has come before them. Kenpachi obviously got his zanpakuto from some random shinigami and moulded it to his skillset, but it seems to me more like you're just given a set of clothes to work with by the forces that be and are forced to live in a certain area while the rich upper class folk live in their gated community with their magic swords.
I don't think they necessary need anything, but that doesn't prevent someone from wanting stuff, such as the fact that the souls are separated from friends and family upon death, or just fighting for chump change which I guess you can then accumulate to get a better hovel to live in. If you're lucky, you can get into a higher district where crime isn't rampant (although you're still living in cramped conditions), and if you're not so lucky, have fun scraping away before dying after you died in the human world! I honestly have no idea what resources can be allotted to these people though, but if a lack of sandals are an indicator of anything to anyone in soul society, it seems that they can't even afford that much in terms of resources.
You do have a point, though. What the hell is the motivation of any Bleach character? It's been brought up especially with Ichigo's "I fight for my friends" attitude, but a lot of times the characters really just move because the plot demands that they do.
