Pica is different. If he were a Logia, Oda would just call him a "Stone Human" to follow the pattern, but he doesn't.
Bringing Luffy and Jozu is irrelevant because they're not Logia.

Trebol has already been shown to turn to inhuman shapes, this chapter being the latest. Unless he hides a giant snail shell under his mantle, logia seems to be a fair bet in his case.
As for Monet, she has been show to both produce and become/assimilate her elemnt. Pica is yet to meet a second of these conditions. As soon as a single brick exits his body, paramecia remains a safer bet in his case than logia.

so what if i told u that assimilation/merging with elements is of the work principles of the logia
and it has never been shown that paramecia can assimilate like logia does
paramecia being able to assimilate with elements interferes with the concept of logia
