Yeah the only things we know about the marines' movements in the last 2 years are;
1. Sakazuki is now fleet admiral, consequently Kuzan has now left the marines.
2. Some kind of global conscription has allowed them to bring in powerful figures and elevate them to top ranks almost immediately, namely Fujitora and Green Bull.
3. Smoker has been elevated to Vice Admiral rank.
With this kind of amassing of power and Sakazuki at the helm, but with no obvious action taking place, it does indeed seem that the Marines are planning to move into the New World and usurp the balance in their favour.

WG is like the power of order - they set the rules and see them maintained. The Yonkou are like a power of chaos - they don't follow any rules. The Warlords are a cross in between. Kuma's not a cross in between, he's just a pure extension of WG right now.

I had a post prepared because I thought you meant one thing, but then when I was almost finished I realised you may as well be of another opinion as your post doesn't really make it clear.
I'm assuming that Supernova122 means that since 1 yonkou was essentially able to take on the shichibukai and admirals at the same time, that the 4 yonkou are lightyears stronger than the WG or the shichibukai.
Obviously there a several factors against this, such several shichibukai not fighting seriously, or in fact actively defying the WG during the war.
Supernova I never interpreted the balance as the shichibukai having to be a mix of the chaos and the government. Simply an intermediate between the 2 of roughly equal strength, but essentially allied to the government.

One emperor went up directly against most of the power of the Navy, plus five of the Warlords. In this scenario, we saw that both sides took serious damage, with the Navy almost failing to complete their main objective despite the use of deceit to weaken Whitebeard himself in the first place.
The notion that the three great powers are militarily equal in power is pretty unsubstantiated. That would imply that if all four emperors simultaneously went up against the Navy, it could go either way. Since the Navy focused its strength at Marineford at that time and was given so much trouble by the Whitebeard faction alone, it seems pretty unlikely the Navy could take on all four emperors simultaneously.
The Warlords are individually not that powerful compared to the Admirals and the Emperors, and operate relatively small crews compared to the crews & allies of an Emperor or the whole Navy.
So really, military, they really cannot be equal. The situation where two powers would completely go straightforwardly head-to-head is impossible, so in practice you can say there is a military balance.

Well what i took away from the Whitebears battle was that the marine forces were when all was said and done noticably stronger than Whitebeards alliance and that they should by extension be more powerful than each individual emperor. And that the balance probably refered to how they can keep each individual emperor in check.
Also what we saw at Marineford wasn't one Yonko vs. The World Gov+Shikibukai.
It was more one Yonko+a huge fleet of its alliances vs. The Marines that could be spared (they still need to man their bases that was not every single marine)+Half the Shikibukai dicking around and not taking it serious.
The main reason why the balance works in my opinion is despite the fact that the Yonko together are collectively more powerful than the Gov. they would probably never work together.

Interesting theory, because Oda has clearly been interpreting real politic and historic situations.
And there the role of Dofla as Joker and "possibly World Noble" would totally fit.
IF it's something like this we could even assume that Kaido's army was not the strongest and was helped with the syntethic fuits to keep balance.
Aaaand that would mean that in some way the WG itself is responsible indirectly of who rises as Yonkou.

Chopper made his rumble balls after experimenting and analyzing his own zoan abilities. Given enough time, I don't see why he couldn't make a personalized rumble ball recipe for other zoans.

They might be able to move at super sonic speed, Toy Soldier actually disappeared and appeared in the Colisseum but as of now we can't really tell how fast Rebeca will be since she wasn't really trying when she tried to kill Luffy.
