Where did the Navy get that picture of Luffy, I know that rat guy sent it to them but where and when was that picture taken?

According to Oda in an SBS (Vol. 24, p. 46), there is a Marine Photographer named Attach, also called "Flaming Attachan", who takes the photos for the Wanted Posters. He's apparently very quick and sneaky. I guess that's how he gets those photos without us readers noticing.
There's a picture of him there too. He's a very odd looking fellow.

It couldn't have been Whisky Peak, he totally owned everyone there without a scratch on him. He looks exactly like he did when he beat Daz Bones just he took off his bandana. So I agree, Arabasta.

Just checked the wanted poster again. It definitely is from Arabasta. You can clearly see the smoke from explosions in the background. There was no such thing in Whiskey Peak.

Wouldn't surprise me if he was her father. Think about it. He's a master at snapshots and Ms. Goldenweek is a master of painting hynoptic patterns. Maybe she ran away and became a criminal because of him.

Except Sanji doesn't have a bounty yet, and Zoro's was never that low. Both are fake. Also, with wanted posters, I've noticed the Marines want full names. I mean, Roronoa Zoro, Monkey D. Luffy, Nico Robin, coincidence there?
The most recent manga events involving the strawhats going up against the World Govt. are sure to get them more bounties, and raise the current ones. Maybe we'll see some full names for other characters.

Of course they aren´t real in terms of story canon. They are promotional items that were sold with action figures so they are real in terms of not being fan made.
And by my book they are totally awesome. I´d take the promotional Zoro wanted poster any time over the real canon one. Just in case people never saw them, here´s the close ups of them:

Well Buggy, Alvida, Jango, etc don't seem to have full names and they got their wanted posters.

Zoro had much more injuries in Arabasta then in Whiskey Peak so this argument means nothing. Besides the point still stands that you see smoke from explosions in the background which cleary happened at Alubana and not at Whiskey Peak.

Unlikely. When Mr. 5 went that far to use his powers there were no random guys standing anymore. Especially when he used his powers close to Zoro there was zero background guys to be around covered in the explosion. And yet we see three silhouettes in the smoke. This could have only taken place in the war at Alubana.

If it goes from where the blood is its Arabasta, plus Mr. 5's explosions were not as big as that and in whisky Peak Zoro was all happy-happy, where he is not in the poster. -
Yeah thanks for the blood images cleeba. But judging from your avatar that is something that could have been expected from you, right?
And you´ve got a point about the expression too. In Whiskey Peak Zoro really never did seem to have an easy going attitude while in Alubana he was mostly dead serious which makes sense if you think about what was going on there. And the expression on the wanted poster doesn´t seem to grab the easy going Zoro there.
