Of course they don´t know Dofla is the Broker, that´s why Smoker and the others were so surprised when Law said it…
I doubt there´s any kind of agreement between brokers and the government...and they´re just people who are involved in illegal trading etc.... Most of them are probably pirates as well.

Seeing how they deal with people digging to much (Ohora) I doubt they would let a pirate put a spy. And if they knew they'll get curious about the many cases that Doflamingo spy is covering.
DoFlamingo made clear his thoughts on the matter of justice and administrative power during the war at Marineford. I think it is safe to assume that anyone that would voice such an opinion before the heads of maritime law enforcement is willing to take the risk of getting caught. Why might he do such a thing? Because he is either a fanatic for his own beliefs, or he is completely insane.

Just scanned through the thread and found the thought of the afro broker being Krieg hilarious.
Me and a friend seriously think Top Hat is Lucci, here's hoping. We've seen a solid chunk of sihlouettes so far and here's hoping they don't go to waste down the road.

Would be odd of Oda to use a historical reference for a low-level no-name crew (that was also used in those Pirate movies based on that ride at Disney). So I'm guessing these guys are Kaidou's
I'd be very disappointed if weaklings like Don Krieg and Gin reappeared like that, just suddenly in the NewWorld. I'm hoping for all-new characters other than maybe 1 surprise return.

That is not Don Krieg, he never had an afro. Jack could be a high ranking Kaidou member or a NW crew that's not a Shichibukai or Yonkou. I'm sure there are some crews who are sailing that way. I know for sure its Lucci but he said it's not going to be a problem of the underground world anymore and mentioning a "League". Luffy just opened a big can of worms. They didn't show the guy/girl with the sword behind his back, the guy with pencil who I think is a longarm tribe member and the dude with the robe over his head.

I'd rather this Jack character be held off for a little while longer before he's introduced to the story. We we're introduced with a whole bunch of goodies this arc. Let's not gobble them all up in a hurry.
Now I'll admit… those Kuzan sketches people did managed to convince me of the possibility that it is indeed him, but I'm still not yet sold on the idea. Preferably I'm hoping that Mystery guy is a new character.

The guy said he overslept, meaning he just woke up and probably doesn't have a clue about what's going on since he wouldn't have been awake while the events on PH were being shown to the Brokers.
So, the one broker who saw Law and Luffy on TV and said "it's that alliance" or something turned out to spill the beans to the press.
Also, maybe this chapter states Moria and Absalom isn't part of the brokers but are running some kind of underground news agency?

I saw someone speculating these guys might not even be important, just random shadowed figures to make you think "look, random broker bystanders".
I think, from the moment Oda made most of these shadowed people appear 2 or even 3 times (cowboy and friend, afro with the cigar, guy with the trident, Rob Lucci and horned guy), I think he's obviously telling us these'll be named characters (and, by putting them on the same situation as important guys like Killer and Kidd, or Pekoms and Tamago, he's telling us these guys are no small fry).
That being said, speculating who they might be is pretty absurd, as I think they're all new characters, except for the guy that's 95% sure Rob Lucci. The long haired sword guy is not Hawkins, and it's the only silouette that looks like someone we might've know beforehand.
I do think the horned guy might appear pretty soon, considering he's the one about to call that "Jack" guy, and this seems to be about to bring a shitstorm. So, I'm betting we'll see this guy soon enough.

Curiel's face structure is way different from that guy's though. Also, that's not a striped helmet, but hair.
