Of course they don´t know Dofla is the Broker, that´s why Smoker and the others were so surprised when Law said it…
I doubt there´s any kind of agreement between brokers and the government...and they´re just people who are involved in illegal trading etc.... Most of them are probably pirates as well.

Seeing how they deal with people digging to much (Ohora) I doubt they would let a pirate put a spy. And if they knew they'll get curious about the many cases that Doflamingo spy is covering.

DoFlamingo made clear his thoughts on the matter of justice and administrative power during the war at Marineford. I think it is safe to assume that anyone that would voice such an opinion before the heads of maritime law enforcement is willing to take the risk of getting caught. Why might he do such a thing? Because he is either a fanatic for his own beliefs, or he is completely insane.

Definitely; I can see Doflamingo as a shichibukai that doesnt face the Shs directly ever but that will get in the way in more than one form . He also seems to be the kind of guy who would simply pick the winning side; who are your alies dofla?. His answer; the WINNERS. I don`t need the rest…

Just scanned through the thread and found the thought of the afro broker being Krieg hilarious.

Me and a friend seriously think Top Hat is Lucci, here's hoping. We've seen a solid chunk of sihlouettes so far and here's hoping they don't go to waste down the road.

If you're talking hats, then don't forget about Vista! the 5th captain of the WB pirates remember him? he had a hat and a curly hair too.
The afro one seems to be be Shiliew without the hat, the cowboy hat one seems like one of Shank's nakkama.

Shiliew didn't take me as a guy with an afro, but then again him working as a broker looking for powerful DF would make sense

here are my guesses:

first panel: guy with cigar, round wine glass (a completely new opponent or kaidou) and his right hand man.
second panel: given: eustass captain kidd.
third panel: given: baron tamago and pekoms of big mom pirates.
fourth panel: a new female swordsman. (since hawkins is on their way to meet kidd or waiting outside for kidd)
fifth panel: a whole new pirate crew (one looks like a monk and the other one a ventriloquist)
sixth panel: almost definitely rob lucci. hattori is missing, but the ponytail, top-hat and rhum bottle and glass is a giveaway.
seventh panel: cowboy-themed pirates, new opponent.
eighth panel: viking themed pirate.
ninth panel: dwarf themed (well he's not a midget but still…) pirate.
tenth panel: new opponet: long-arm tribe pirate.
eleventh panel: i think its a new opponent as well, not rob lucci, all brokers are just shown once. i also doubt it is lafitte since the guy looked buff, lafitte got a slender, feminine-ish body.i doubt floral vista would be involved in black market

Just now I noticed the latter Top-Hat broker has a different sized hat…I'm pretty slow I guess.

My theories:

First Panel: Generic criminals or future opponents. I doubt Kaidou would have an afro...but given the position afros have in the OP world who knows.
Forth Panel: New swordsman, definitely a female
Fifth Panel: Judging from the man on the left I'd say this is a medieval times themed group. None the less, very diverse/interesting so far. Future enemy crew?
Sixth Panel: Rob Lucci
Seventh Panel: Subordinates for big time criminals or a cowboy themed group
Eight Panel: Judging from the feathers he could be part of Dolflamingo's gang...but for now I'd say generic criminal
Ninth Panel: A dwarf perhaps?
Tenth Panel: Never noticed the long arms so a new long arm criminal?
Eleventh Panel: Hard to say...I don't think it's Lafitte. Going with another generic criminal.

It's possible that 5th panel are Kaidou's crew. Mainly because of the Jolly Roger being derived from that hoisted by famous pirate Calico Jack Rackham :

Would be odd of Oda to use a historical reference for a low-level no-name crew (that was also used in those Pirate movies based on that ride at Disney). So I'm guessing these guys are Kaidou's

That is not Don Krieg, he never had an afro. Jack could be a high ranking Kaidou member or a NW crew that's not a Shichibukai or Yonkou. I'm sure there are some crews who are sailing that way. I know for sure its Lucci but he said it's not going to be a problem of the underground world anymore and mentioning a "League". Luffy just opened a big can of worms. They didn't show the guy/girl with the sword behind his back, the guy with pencil who I think is a longarm tribe member and the dude with the robe over his head.

But it's most likely Jack, he would be much more concerned with keeping Caesar Clown because he probably wants to buy Shinokuni. I would not be surprised if Doflamingo and Jack make a pact against The Straw Hat and Heart Pirates Alliance to help each other get Caesar back.

I'd rather this Jack character be held off for a little while longer before he's introduced to the story. We we're introduced with a whole bunch of goodies this arc. Let's not gobble them all up in a hurry.

Now I'll admit… those Kuzan sketches people did managed to convince me of the possibility that it is indeed him, but I'm still not yet sold on the idea. Preferably I'm hoping that Mystery guy is a new character.

The guy said he overslept, meaning he just woke up and probably doesn't have a clue about what's going on since he wouldn't have been awake while the events on PH were being shown to the Brokers.

Just to be sure: you guys agree these people will all appear somewhere down the New World, right?

I saw someone speculating these guys might not even be important, just random shadowed figures to make you think "look, random broker bystanders".

I think, from the moment Oda made most of these shadowed people appear 2 or even 3 times (cowboy and friend, afro with the cigar, guy with the trident, Rob Lucci and horned guy), I think he's obviously telling us these'll be named characters (and, by putting them on the same situation as important guys like Killer and Kidd, or Pekoms and Tamago, he's telling us these guys are no small fry).

That being said, speculating who they might be is pretty absurd, as I think they're all new characters, except for the guy that's 95% sure Rob Lucci. The long haired sword guy is not Hawkins, and it's the only silouette that looks like someone we might've know beforehand.

I do think the horned guy might appear pretty soon, considering he's the one about to call that "Jack" guy, and this seems to be about to bring a shitstorm. So, I'm betting we'll see this guy soon enough.

Curiel's face structure is way different from that guy's though. Also, that's not a striped helmet, but hair.
