Have you been paying attention to the news at all? There's constant scrambling around by all countries involved to calm and accomdate NK when they get all saber rattley. There's CONSTANT work being done to make sure they don't fire off.
They would have covered all scenarios, and put in place a dozen countermeasures to prevent this kind of thing occurring.
