I would agree on 602 being deserving of best chapter. It felt like early One Piece. The marines chasing them reminded me of Alabasta.
Seeing all the crew reunite, and seeing their mentors (ish in Perona's case) was a poignant thing for Oda to do especially since with all of them, the Strawhat they mentored; there was hostility between them at first. And comedy in with Sanji's transvestite pals turning up and attacking the marines. And I especially loved the bit where Rayliegh pulled his sword out and threatened the marines saying 'His pupil' was setting out.
And ending with that big spread and Luffy shouting to set sail, just escaping from the marines; I thought that was a good way to end, because that embodies a lot of what One Piece is about.
The only designs I wasn't fond of were Franky and Chopper's new hat.
