Ok, I think this was sort of brought up earlier, but I noticed something while flipping through volume 30 a little while ago. It's in chapter 279, when McKinley is talking about the destruction of Bilka.

So Bilka had its own warrior squad? (The Viz translation said Sky Knight, but I figured that was wrong.) Could that possibly be talking about Urouge? The guy's crew IS called the Fallen Monks, after all.

We have no specific reason to think they were lying or incorrect. So yes. If we didn't then we wouldn't know anything.
Edit: To speak more to your point, it might just be that at an average of 30 years old mermaids become sexually mature, so their tail splits to facilitate birth. Assume they birth as humans. But we have no direct evidence to support this.

In this manga one better take explanations as fact. Oda is pretty good about being very clear with what is going.

Chances are the majority of merfolk split their fins at 30. Kokoro is an Ice Fish Mermaid and although doubtful it could varie with the species. But just take as is for now.

I'm saying that we don't know. We've never seen a male of any species with a tail. It could mean they're the same species, or it could mean that for whatever reason mermen and fish-women never leave the island, or it could mean something else. Until we're told the answer its all supposition.
As I recall it the "Goldfish Princess" or whatever was actually a goldfish. A sort of feminine goldfish, but definitely more fish than human. That being said, that might be normal for fish-women. Or it might be some other species, or a weird fluke occurence that'll never happen again, or something else.

WTF does that mean? fish people do not have human legs. Unless we have been reading a different story.
Oda made it very clear, just looke at every Fishman/person, they have human like legs, and it is the upper body that is the animal portion. While the Merfolk are just the opposite. I only stated the fact because the poster before me questioned something about male mermaids I think.
Despite that I think it was pretty obvious I didn't mean actual human flesh bellow their waists.

I had a theory after i read 607.
The prediction is that when SHs leave fisherman island ( why the f*ck do they call it island ) the new fishman pirates will follow them and fight with luffy not in the water but on the land
