I don't get what you mean. For manga published in English, the two terms mean the exact same thing. It's just that in general, "graphic novels" can be used to refer to comics other than Japanese manga, and "manga volumes" can be used to describe the Japanese-language release as well.

Yeah, I'm not really sure what the idea with that was either, especially seeing as how it had nothing to do with the question.
Really though, manga volume is probably preferable to graphic novel when talking about One Piece.
A graphic novel theoretically should be just that; a novel told in graphic form, which implies that it is a work that should be able to stand by itself. It could reference or follow other works, but there should be a complete plot within the book itself. A manga volume would imply that it's simply part of an overarching storyline.
Something like Sandland would technically be a graphic novel rather than a manga volume while something like Ideal Nation would be a manga volume as it's simply part of a story that stretches through multiple books.
Technically speaking, a graphic novel is not a collection of previously published material, it's material that has been made specifically for that format. Lots of stuff called 'graphic novel' is actually a trade paperback compilation, but nobody really uses that term much.
