With that logic the Shichibukai wouldn't exist. All pirates are evil and theoretically go against the government. They invited Ace to be a Shichibukai too.
Yeah they asked Ace before revealing anything about him. They were hoping he'd be that type of pirate that wouldn't mind fighting for the WG time to time and basically having free reign on the seas. Buggy already made himself look like a jackass on camera and all of his colorful adjectives to describe himself. He was already shown to be against the marines. All pirates aren't evil btw.
The reason why Whitebeard knows Buggy isn't powerful is because he knew him as a lad.
So how do Croc, Iva, Jinbei, Das, etc. know? Hell even Mr. 3 knows Buggy isn't that stronger than him. It's pretty obvious that powerful characters can tell when one other character aint shit. Why is there no one amongst the WG that would notice that?
We know Buggy is not super powerful, but nothing about the war would really suggest that Buggy couldn't hold his own.
What in the war suggests he could? I mean you're basically saying these criminals he currently has under his command makes him shichibukai worthy.
Sure he didn't stand out on the battlefield but he wasn't taken down by a random Marine. He survived attacks from Admirals and Mihawk. He was blamed for the Impel Down incident along with the back story of being on Roger's crew. All of this would signify a powerful person.
None of that explains why the Gorousei would be dumb enough to offer him a spot on the shichibukai or why somebody like Sengoku wouldn't speak up against such a foolish suggestion.
And if Buggy could convince a bunch of criminals to participate in a war after escaping Impel Down, I would think the Marines wouldn't question the prisoner's loyalty to Buggy.
And even if the Marines did question their loyalty, nothing from the story suggests they would betray Buggy. Buggy is their savior after all.
Of course they would question it. I mean first off they're either going to be fooled and gullible enough to believe he is powerful or they're gonna realize the only thing that makes him kinda fearsome is his newly attained crew. Now, exactly why would the WG trust a dumbass like Buggy? All I forsee is plenty of failed missions on his part while he reaps the benefits of being a shichibukai.
Finally, admittedly a stretch, but final point was put in a quote and I'm not sure if you read it, but having Buggy become an ally of the Marines would allow the Marines to save face. Most of the prisoners from the first Impel Down incident are following Buggy. It would be a smart tactical move if the a large portion of prisoners were ordered by a government dog instead of roaming free.
I did read the quote. The WG would not save face by making Buggy a shichibukai. They'd just look like huge incompetent dumbasses for letting him mooch off them and for the inevitable betrayal that'd hurt them greatly.
It'd be a smart tactical move to kill Buggy and his crew now or like I said earlier invite him and then kill him.
