What made Bellemy a rookie and why isn't luffy considered one?

Huh? I thought until his fight with Crocodile Luffy was considered a rookie.
Furthermore according to Crocodile´s words there´s plenty of rookies who are all talk on the Grand Line.
So basically the pre-Alabasta Luffy and the Jaya Bellamy were both rookies. But unlike Bellamy Luffy isn´t just talk. He already was able to surpass a Shichibukai and therefore can´t be considered as a rookie anymore.
Bellamy on the other hand fits Crocodile´s description of a rookie perfectly. All talk but no power. He got owned by Luffy with one single punch. Nuff said.
I guess the only reason why he was labeled as Big Time Rookie is because he migh have been the first rookie to ever get such a high bounty from the start.

Bellamy is a rookie!? I never know that. I skipped Jaya Arc completely in manga, I didn't load the episodes from K-F yet and the Thai anime ones got up about to enter Rainbase only. So, Bellamy is a rookies? New knowledge for me, thanks.

Actually Bellamy was a super-rookie (maybe that's why he's so over confident)… and Ivotas is right, Luffy isn't considered a rookie anymore when he has defeated Crocodile..
-
What does that make Zoro then? A mega-super rookie? I mean, his first bounty is even higher than those of Bellamy and Luffy.
-
I don't think we can really consider the Straw-Hats Pirates rookies anymore…. they're way above rookie level now....

Zoro had been at sea for years before meeting Luffy, hence his reputation.
And it's like Crocodile and Ivotas said about Bellamy.

as if i remember ,Zoro have killed 600 pirate hunters and Pirates ..so i think Zoro could have been the sea for long time ..
and at now i think the strawhat Pirate crew that who is rookie in the government eye are luffy, zoro, sanji, nami, usopp, chopper(sanji, nami, chopper, usopp are not really known by the government but zoro might be abit ..) Robin ain't a rookie ne more, cause she've gotten her bounty Since she was 8 years old ..
for those who the government doesn't think as rookie ,if i say thats correct, then it's Shanks Pirate crew,Whitebeard Pirate crew, these 2 at the moment as i know ..
but the government threat Luffy as a serious target ,cause he's defeated 1 of the shichibukai .. the government are trying to stop luffy in doing more things that are not good to them .. so the government threat luffy seriously ,but still think he's a rookie (if im right)

Well, how do you guys consider rookie? Do we count strenght or experiences? If we compare to like the most people, Bellamy isn't even a rookie, we know that he is worth his bounty (beating people with 32, 36 and 42 like nothing) but to like Luffy, he is a big time rookie. In experiences… yeah, we don't know for sure, he did adventure all the way from North Blue, so he too did fight his way there.

Zoro isn´t the captain of his own pirate crew. He is (in the eyes of the WG) the most dangerous man in the crew of the pirate that just defeated a Shichibukai.
And since Luffy as the captain surpassed the point of being a rookie pirate captain with defeating Crocodile, it is only fair to assume that his crew surpassed the point of being a rookie crew.

I always assumed a rookie was someone who was making their first trip on the Grand Line. Luffy and crew would then technically be rookies, but after defeating Crocodile certainly aren't viewed that way.
-
I think they are rookies in knowledge, but not in power….

kinda like that ,it's like they're rookie about knowing how the Pirates,Marine,Government,Pirate hunter ,shichibukai works or something like that?

luffy represents the whole straw hat crew and therefore its safe to say that if luffy isnt a rookie now that he defeated crocodile then they are all not rookie
