She did say that she will be making things hard for them, that she is surrounded by a darkness they could never touch or wutever, and just forget about her. Such words pretty much reflect that she isn't doing this simply for kicks much less that nothing else is behind her actions. Sanji himself also said to Chopper to give them the message about women lying or wutever meaning that there is more to wut's going on than it seems. They all, except maybe Zoro of course, were pretty much dead set on thinking that Robin was being forced to do what she did.
It worked so well that even Luffy was confused, so yes, you can actually say she's guilty.
Not guilty of shooting Iceburg, just guilty of being there to be seen by Iceburg.

I guess the parts in Arabasta where Luffy would attack Zoro were filler then.
This is Luffy we are talking about here. Most of what he does usually doesn't make sense in normal line of thinking.
For one, it goes along with what I said about Luffy giving them special treatment because of who they are. That also says that he came to a conclusion that's not the type of conclusion he would normally make. He's usually a very good judge of character.
It's not simply a matter of special treatment, it's just him interacting in a different way with certain characters. It's not like a person has to interact with all of their friends the same way.
Oh, and Nami had to stop them twice. They were dead set on kicking each other's ass.

The second time, they definently weren't showing as much energy as they were before she punched them. Dead set on kicking each other's ass doesn't mean they are completely and ultimately want to kill each other. You are still holding Zoro and Luffy as if they were suppose to be perfect much less practical in thinking. Zoro and Sanji have also fought each other before somewhat seriously though it doesn't mean they would kill each other. Zoro and Luffy definently aren't the types to have a calm conversation on a disagreement and would rather just fight. Same thing with Luffy fighting Ussop.
