Why would the government, during the Buster Call, look at Lucchi and go, "Hey, that guy is a super amazing badass. Stay out of his way and let him take care of Luffy because he's a near legend way above our calibur.' and then a couple weeks later "Hey, lets send one captain and a few generic marines to capture this same legend."
Nami and Usopp, after extensive battles and wounding were able to hold their own amongst 200 Captains. Marine Captains are mid tier fodder (with exceptions like Smoker, who was only so low because of his attitude) and I can't believe that they would actually send just a captain to try and capture that elite force. It really seems mre likely that they were after the kids, and that Lucchi and crew stepped in and said "No, you're not taking another generation of kids from our home."
I agree that force would have gone to take the young CP9 regardless of if Lucchi and co were there or not.

where'd it say they were all honorable (my apologies if it has been said somewhere). Croc and Don Quixote don't seem very honorable, plus they both tried to kill their own crews so what you said about losing nakama doen't seem true. Don Quixote killed or tried to kill bellamy and croc tried to kill mr. 3. Plus if losing nakama was so bad why would DQ and Jimbei disband them? Also I forgot about Boa who doesn't care at all for her nakama.
There's a difference between Nakama and disposable underlings. Crocadile was more a mob boss, less a pirate captain. He set an example by getting rid of/punishing those that were weak and failed him, like a typical evil overlord. A guy you hire to go do stuff is NOT the same as a friend that you work side by side with, day in and day out against any obstacle that comes to be in your way, tha you play with in good times and sympathise with in the bad.
"Nakama" is not actually a magic word that Oda made up for pirates, its a Japanese word with several meanings and implications that basically means "friend." It just gets a lot of play because One Piece puts an extra emphasis on this particular word and some scanlation groups ran with it. (Same thing with Haki. It was an existing word thats being given special emphasis, so at this point it is unclear and there's debate if its specially titled technique "Haki" or if it should just be "spirit" or "determination.)
Nakama, as its used in One Piece, is a notch above friend, and just a notch below family and is a bond that should nevr be betrayed. Mr. 3 was NOT Crocadile's friend and partner in all things, he was a minion, nothing more. Bellamy was NOT Don's friend and partner in all things, just an underling. And underling that was failing and giving a bad name to the orginization and knew too much, in fact.
Also, how is selling people and then completely screwing disco supposed to be an honorable thing to do? Plus moria beats people by taking them by surprise, kidnaps them and then locks them up as he steals their shadow. Two of his subordinates powers are crushing a persons will and surprise attacking them. Yeah I think moria fights with allot of honor.
The point that was being made was, that whatever horrible things or crimes the pirates might be doing, the one rule they don't break is kill their own family. Moria was actually devetated when he lost his friends/family, which is WHY he switched to zombies in the first place, so that he'd never lose them again.
Blackbeard on the other hand, DID kill his "nakama", which is like, the worst thing ever.
Agains thtat same point, the WG is indiscriminently tortuing anyone and everyone they capture, regardless of the level of their crime, which in some ways makes them worse than piraes who at least have the one underlying moral code of "don't screw with your own friends."
