I'm no great analyst or anything your main problem seems to be that police officers are made virtually untouchable by the most powerful union i've ever heard about. And deeply ingrained rot like that can't be treated without fully removing the affected areas and replacing with fresh material. So abolishing the current structure and rebuilding a more communal police that has genuine accountability seems like a good starting point

Is there anyone in particular specifically causing the police officer institutions to be virtually untouchable? Whatever form of corruption the police is involved in surely has a leading source, and that simply changing any law structures wouldn’t be enough, so I imagine the quicker those corrupt leaders are put out of a job, the better.

It was only after asking elsewhere about specific people that may have surely contributed to how negative the police system in the US is now that I was told of Daryl Gates, who passed away in 2010, but has still a had an influence that can be felt to this day. And I was like “AHA, now I’m getting somewhere in terms of understanding the current US police system more specifically.” Of course, the system as it is now isn’t just do to one person, but also people whom are currently alive which are making it out to what it is now. What that in mind, could anyone else here point out individuals, particularly living, non-retired ones, such as Gates whom have considerable responsibility for how the police are now?:
