Most likely the WG doesn't know. Gang Bege was worth about 138 million at introduction back at Sabaody Arch. and now he is worth 300 million just for joining BM territory. Not much is said about what he did in the timeskip but we can presume the bounty raise is for joining a Yonko... so Hawkings would have the same bounty as before if he imediatly joined Kidou and was sent to Wano.

On the other hand we can pressume that WG have spies in Kaidou's crew (Drake theory) and they should know that Kidd is prisoner and that Kaidou encountered all three of them on that island and also that the last 2 probably joined his crew.

    Me: "Yay!!!" :D
Oda: "Just kidding, now we're going to Wano."
    Me: "No!!!" T_T
Oda: "Hah, got you! More Reverie!"
Me: "Stop toying with my heart, Oda!"

More seriously, I haven't heard anything about this myself, but I'm far from what I'd consider "informed" on that sort of thing. Only just came to terms with the switch to Wano, but if Oda thinks he can run the storylines in parallel for a bit without detracting from them, I wouldn't turn it down.

But Bege has been with BM for a whole year, far more than Hawkins. And where it was stated that his bounty raised because of that?

It was stated nowhere, it was a deduction because Oda didn't show anything significant that he did in the timeskip, it just states that he ventured in BM territory and got defeated by her-thus joining the crew.

Oda didnt show anything significant for Hawkins as well, but his bounty rose anyway.

I don't think it was so much Bege joining the Big Mom Pirates that got his bounty raised as what he did as a member there. He did a lot of stuff for them that eventually got him promoted to Rook. We don't know if Hawkins has done anything significant while in Kaido's service yet.

I don't think the thousands of nameless Big Mom mooks have bounties just because they're in her crew, or the random Pleasures from Kaido's crew.

If Drake is aspy I have to assume he can't communicate(or hasn't reach the WG yet) hence why they don't know the forces in Wano.

Don't mess with the Law if you don't have an Ace up your sleeve.

If he has obtained a chief position, he must have done something

Well, with newsmen like Morgans around, word like that is bound to get around, especially with the triumvirate of Hawkins, Apoo and Kidd all being either drafted or captured by Kaido. And I have to wonder, is Hawkins doing this solo move because he wants to prove himself to Kaido (even if the end result is so he can try to defy him later) or because he's already trying to distance himself and senses an opportunity to openly declare his escape or intent to violently rebel? If it's the latter, then good for him. And honestly, if you're looking for a means to an end, there's no better place to look for it than in the company of Luffy. Even if the goofball doesn't know what's going on, odds are he's going to come out on top regardless of the opposition or circumstances. I'm kind of wanting to see a victory come completely by accident just for laughs, like something where the Tamatebakko exploding sets of a chain of other uncontrolled events and just by pure luck, everything falls into place over and over for the Straw Hats. I had this moment of thinking Dragon didn't control weather conditions but possibly controlled the odds of events happening a certain way (that was probably due to a mistaken interpretation of something that happened in Gray Terminal on my part, but it's been too long for me to remember accurately) so maybe now that they're getting closer to their formal encounter, he's hoping to keep his son alive to see the world change.
